Position Summary

BCIT’sCampus Planning and Facilities department is seeking aregular, full-time (1.0 FTE ) Director, Land Asset Management.This position provides strategic leadership and direction to the development and implementation of BCIT’s land asset management strategy. Identifies, develops and implements the land asset strategy to maximize the value of the real estate portfolio for BCIT’s non-core lands. Leads complex negotiations for the acquisition, development and investment of current and future real estate of non-core land use for BCIT . Conducts market analysis and performs complex financial/pro forma, feasibility studies and analysis, detailed investigations and appropriate due diligence. Leads the engagement of First Nations including city planning departments. Provides real estate, land use, financial and economic advice and recommendations to the Associate Vice President, Campus Planning & Facilities ( AVP ), Executive Team, Board of Governors and the Audit and Finance Committee.

Duties & Responsibilities

DUTIES & RESPONSIBILITIES :

  • Participates as a member of the AVP’s leadership team and provides input to the department’s strategic land asset priorities and plans. Translates those strategies into workable plans for BCIT sharing responsibility for achievements and success.
  • Acts as a strategic advisor to the AVP , Executive Team, Board of Governors and the Audit and Finance Committee to foster growth, innovation and change for real estate and non-core land use opportunities.
  • Implements the land asset strategy by directing and executing on a hybrid development model (in-house and special purpose entity) to identify and assess the viability of non-core development options for BCIT .
  • Leads the engagement with First Nations and participates in a consultative process with city planning staff and other interested and relevant parties.
  • Leads complex negotiations for short, medium and long-term asset projects coordinating multiple consultants to ensure all projects are in alignment with organizational priorities and are in the best interest of BCIT .
  • Monitors the real estate market and land use availability for development and revenue generation through partnerships and interested parties for the best outcomes for BCIT .
  • Conducts feasibility studies, due diligence, cost/benefit analyses, market conditions and business cases for consideration of new projects/initiatives.
  • Evaluates proponent’s submissions including development proforma and negotiates all major property acquisitions with multiple consultants and external agencies on behalf of BCIT to ensure maximum revenue return for the BCIT community.
  • Reviews all contracts and agreements with respect to real estate transactions and ensures the representation and interest of all relevant internal parties in contractual relationships with third parties are met. Ensures liabilities and risks are identified and specifically, insurance coverage is appropriate.
  • Oversees all project management activities from development through to the completion stage. Monitors schedule, budget and risk mitigation. Prepares progress reports for the AVP , Executive team, committees and/or Board of Governors/Directors as requested/required.
  • Liaises with internal and external relevant parties to ensure that BCIT’s policies have been adhered to and that regulatory requirements such as building codes and bylaws have been met. Directs development of risk mitigation plans and controls and ensures compliance with Institute policy and regulatory requirements.
  • Develops and maintains a strong network of developers, contractors, consultants, local and provincial officials.
  • Oversees contractors and project staff as required. Participates in selection, coaching, mentoring, development, performance management and all other people-management practices as applicable and appropriate.
Qualifications

QUALIFICATIONS :

  • Master’s degree in Urban Land Economics, Project or Construction Management or related discipline.
  • Ten years of experience in the real estate industry including extensive experience in property development, or an equivalent combination of education and experience.
  • Membership in good standing with the Real Estate Institute of BC. Membership in the Appraisal Institute of Canada or the Royal Institute of Chartered Surveyors is an asset.
  • Valid BC Driver’s License is required.
  • Thorough knowledge of the development permit and rezoning processes, the functions of development related boards/panel, City bylaws (including zoning and development, OCP’s, etc.
  • Thorough knowledge of the real estate market in which BCIT operates campuses, property values, market conditions and trends, lending and development practices, valuation methodology, pro forma analysis, investment and other economic analysis.
  • Strong analytical ability to interpret and apply regulations and guidelines to analyze major development/rezoning applications; recommends alternatives if necessary.
  • Deep knowledge of the principles of capital project management including the ability to read drawings, specifications, contracts and other complex related documents.
  • Strong relationship management skills to work collaboratively with diverse constituencies among various interested and relevant parties such as city representatives, the business community, First Nations and government agencies.
  • Experience in sales and acquisitions of varied residential, commercial and industrial properties. Experience in leasing and property management is an asset.
  • Ability to analyze real estate transactions, identify options and alternatives to address and mitigate risk through action plans.
  • Exceptional negotiating and influencing skills.
  • Excellent written and presentation skills including demonstrated ability to develop professional reports and presentations.

Salary Range $149,823 - $215,370, with a control point of $187,278 per annum
