Job summary

Shared Health invites applications for a Director, Financial Reporting to lead consolidated financial reporting, internal controls, and audit support across Manitoba health services. The role manages policy development, regulatory compliance, and coordination with external auditors.

Qualifications

Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

Position Overview

The Manitoba health system has seven health service delivery organizations (SDOs) across the province to serve the health needs of our population including CancerCare Manitoba, the Northern Regional Health Authority, the Interlake Eastern Regional Health Authority, Southern Health-Santé Sud, Prairie Mountain Health, the Winnipeg Regional Health Authority and Shared Health.

We have opportunities for Director Financial Reporting positions in Shared Health and the Winnipeg Regional Health Authority who will build and manage a flexible and collaborative team with a culture of client service to prepare and oversee comprehensive, consolidated financial regulatory reporting, internal controls, and provide audit and finance support for all businesses and services of the organization. This director has direct authority and accountability for delivering on all service level commitments in financial reporting, ensuring client satisfaction, budget management, and operational policy development related to financial reporting for Shared Health.

The director financial reporting will:

  • Develop, improve, attain approvals for, and lead organizational change to implement updated financial and audit policy and practices.
  • Ensure ongoing compliance with required external financial practices and standards including MIS standards for Canadian Health Service Organizations, generally accepted accounting principles, public sector account standards.
  • Review all financial reports to ensure relevant internal and external stakeholders are informed of the organization’s financial health.
  • Mentor and coach staff to ensure accurate, timely and information is prepared to effectively illustrate the organization’s compliance with all financial policies and regulatory requirements.


Experience

  • 10 years of progressive experience delivering organization-wide financial reporting functions including accounting, financial services, and contracts in a large publicly funded enterprise, preferably in health-care, including:
    • 5 years of experience overseeing financial reporting, supporting the annual external audit, and providing taxation support.
    • 5 years of hands-on experience using the finance and accounting modules of a comprehensive ERP system (e.g. SAP and/or Great Plains).
    • 5 years of experience building and leading a high-performing finance team.
    • 3 years of experience enhancing financial reporting frameworks and ensuring relevant and acceptable internal controls.
    • Experience with reporting to public sector commissioning bodies is an asset.


Education (Degree/Diploma/Certificate)

  • Post-secondary degree in a related discipline such as management, economics, public or business administration from an accredited post-secondary education institution; an equivalent combination of education and experience may be considered.
  • Additional and ongoing formal education in specialized audit, risk, internal controls and financial reporting for the public sector are required.


Certification/Licensure/Registration

  • The Chartered Professional Accountant (CPA) designation with current membership in good standing.


Qualifications And Skills

  • Demonstrated mid-to-senior level leadership capabilities. The provincial health system in Manitoba has adopted the LEADS in a Caring Environment framework.


Physical Requirements

  • Must be able to work safely in a typical computerized office environment with frequent meetings at multiple sites throughout the organization, and to lift and carry items of up to approximately 10 kg.
  • Interruptions to respond to questions from executives and government representatives are common; incumbent can schedule dedicated and focused time for planning and concentration.
  • If working outside of the provincial capital, the position holder must have a valid Manitoba driver’s license and use of a personal motor vehicle for regular travel.
