Job summary

Interior Health Authority in Kelowna or Vernon is seeking a Director, Contracted Services to lead IH's contracted procurement and management of contracts valued at $400M. You will shape policy, supervise staff, and drive cost-effective, high-quality services.

This role oversees external contractors, funders, and internal partners, aligning procurement practices with IH goals. relocation allowance may be provided.

Responsibilities

• Provides quality services by planning, directing, coordinating, recruiting, and providing leadership and supervision to Contracted Services staff.

• Provides technical leadership on IH-wide and provincial initiatives; educates managers on policy changes.
• Ensures best practices align with IH mission, goals, and objectives.
• Educates and persuades managers and contractors on high-quality processes for procurement and contract management; negotiates with senior leaders.
• Represents IHA to other Health Authorities on procurement and contracting issues.
• Manages communications around contractor behaviour and sensitive procurements and terminations.
• Works with Health Authorities and contractors on standardization and benchmarking.
• Sets and implements the strategic direction for Contracted Services portfolio.
• Maintains a safe work environment per Occupational Health & Safety regulations and internal policies.
• Performs other related duties as assigned.

The salary range for this position is $118,923 (min) to $148,653 (midpoint) to $170,951 (max) per annum, based on 1.0 FTE. Interior Health typically establishes salaries within the minimum and midpoint of the salary range based on qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.

How Will You Create An Impact

The Director, Contracted Services is responsible for the overall development, operation, and direction of Contracted Services for Interior Health (IH). The Director manages the procurement, management, and termination of contracts valued at $400M. The Director is responsible for recommending, developing, and maintaining policies and procedures. The Director is also responsible for providing quality services in a timely, cost-effective manner by planning; directing; coordinating; recruiting; providing management, leadership, and supervision of Contracted Services staff and work.

What Will You Work On

• Provides quality services by planning, directing, coordinating, recruiting, and providing leadership and supervision to Contracted Services staff. Terminates staff as required.
• Develops, operates, and directs contracts by working with external contractors, external funders, and other business partners, internal managers, administrators, and staff.
• Provides technical leadership, guidance, and direction on IH-wide and provincial initiatives. Leads and educates other managers on changes in policy.
• Ensures best practices are aligned with IH mission, goals, and objectives.
• Educates, shares information, and persuades managers and external contractors of the benefits of high-quality processes and standardized practices around procurement, contract management, and termination. Negotiates with senior leaders and contractors.
• Represents IHA to other Health Authorities and provincially on procurement and other contracting issues.
• Manages the communications and political considerations around contractor behaviour and sensitive procurements and terminations.
• Works with other Health Authorities and with contractors on standardization of expectations and benchmarking.
• Sets and implements the strategic direction for the Contracted Services portfolio on behalf of the Business Integration and Development Team.
• In alignment with IH’s Occupational Health & Safety Program, maintain a healthy and safe work environment through complying with and implementing applicable Occupational Health and Safety Regulation, responding to requests from WSBC, identifying hazards and communicating risks, ensuring compliance with employee training, conducting effective incident investigations and implementing required corrective actions.
• Performs other related duties as assigned.
