Ontario Clean Water Agency in Mississauga, ON invites applications for a Director, Capital Engineering Support Services. You will lead a multidisciplinary team, guide asset management, infrastructure renewal planning, and ensure alignment with Ontario Regulation 588/17 and Professional Engineers Ontario requirements.

You will manage budgets and staffing, collaborate with senior leaders and clients, and develop investment-ready plans.

Qualifications

  • Licensed Professional Engineer in good standing with Professional Engineers Ontario.
  • Experience leading and managing engineering teams.
  • Strong expertise in asset management and infrastructure renewal.
  • Excellent communication and relationship-management skills.

What can I expect to do in this role?
  • Lead a collaborative, multidisciplinary team that values technical excellence, shared accountability, inclusion, and practical problem-solving in support of OCWA’s clients and communities.
  • Lead capital engineering support, including asset management guidance, infrastructure renewal planning, prioritization, and long-term service planning.
  • Ensure planning and advice align with applicable legislation, regulations, standards, Professional Engineers Ontario requirements, and Ontario Regulation 588/17.
  • Manage budgets, workforce planning, recruitment, labour relations, talent development, and administrative resources to support a high-performing team.
  • Advise and collaborate with senior leaders, clients, municipalities, Indigenous communities, technical experts and partners on renewal priorities, service-level risks, and investment readiness to strengthen sustainable service delivery.
  • Oversee technical reviews, performance analysis, forecasts, business cases, briefing materials, presentations, and responses to information requests.
  • Coordinate subject matter expertise to strengthen responses to client, operational, and regulatory expectations.
  • Build strong client relationships by identifying practical solutions, aligning expectations, and modeling public service values in a safe, respectful, and inclusive environment.
What we are looking for:
  • Collaborative, strategic engineering leader with focus on technical expertise, sound judgment, strong relationship building, and a commitment to public service.
  • Licensed Professional Engineer or Limited Engineering Licensee in good standing with Professional Engineers Ontario.
  • Educational background in Chemical, Civil, Mechanical or Environmental Engineering would be considered an asset.
  • Experience leading and managing engineering teams, managing priorities, budgets, risks, and complex programs.
  • Strong expertise in asset management, lifecycle costing, and infrastructure renewal, with knowledge of applicable legislation, standards, and policies.
  • Strong analytical and advisory skills to assess asset condition, performance, financial data, and policy information and recommend practical investment options.
  • Strong communication and relationship-management skills to collaborate with senior leaders, clients, municipalities, Indigenous communities, consultants, contractors, and partners.
  • Demonstrate change of leadership and judgment to manage ambiguity, competing priorities, and emerging issues while fostering a safe, inclusive, and high-performing culture.
  • Valid Ontario-recognized driver’s licence with willing to travel, including to remote and field locations.
  • Committed to health and safety practices, including use of required safety equipment in field, construction, or operational environments.
