Title of the Job: Development Manager – Infrastructure and Environment Profile

Reports to: Senior Director, Development

Department: East

Job Summary

The Associate (Infrastructure and Environment profile) is responsible for certain technical aspects of the development and implementation of large-scale mixed-use master plans, primarily in the Montreal metropolitan area, Ottawa region, and the Maritime provinces. The successful candidate must possess advanced technical expertise in civil engineering and environmental management related to real estate projects. The role mainly involves advising on the creation of master plans, obtaining relevant permits for land development, and overseeing various projects related to streets, infrastructure, public spaces, and landscaping. The Associate will also contribute to technical management aspects of infrastructure planning and environmental management across multiple active projects and conduct proactive site assessments for future developments. As part of the development team, the Associate will work closely with internal engineering and construction services, as well as external consultants and contractors.

Responsibilities
  1. Contribute to technical pre-project phases (feasibility/pre-feasibility) for master plan projects.
  2. Participate in development stages (business planning/scheduling) for infrastructure and development projects.
  3. Manage the procurement and oversight of technical studies (geotechnical, hydrogeological, environmental, biological, fauna and flora, civil infrastructure, water management, transportation, energy, parking structures, etc.).
  4. Plan, establish, and administer budgets and purchase orders for project phases.
  5. Develop mandates, coordinate, supervise, and manage consultants involved in projects.
  6. Oversee compliance with applicable agreements such as development agreements, servitudes, zoning, and utility coordination.
  7. Coordinate with municipal, paramunicipal, and private organizations.
  8. Manage pre-construction and construction processes with internal and external teams, including cost estimation leadership.
  9. Collaborate with property management teams to establish environmental governance and maintenance processes for vacant lands awaiting development.
  10. Oversee legal, financial, and accounting administration of infrastructure projects, ensuring contractual compliance, financial performance, and obligations such as insurance policies and bank guarantees.
  11. Perform administrative functions like updating project progress reports, obtaining internal approvals, and preparing formal presentations for senior management and partners.
  12. Maintain confidentiality of project information and ensure effective communication within the decision-making chain and team.
  13. Manage multiple projects simultaneously.
  14. Occasionally provide guidance to junior associates.
Academic/Professional Requirements
  • Bachelor's degree in civil engineering or related engineering field.
  • Membership in a professional order and/or additional certification (an asset).
Skills/Experience Required
  • At least four years of experience in real estate development or consulting services.
  • Experience in urban infrastructure development.
  • Experience obtaining environmental permits, including those under Article 22 of the Quebec Environmental Quality Act (LQE), including related authorizations for wetlands (asset).
  • Knowledge of Quebec legislation related to infrastructure development and environmental protection.
  • Experience in management, especially leading a development associate, technician, or junior engineer (asset).
  • Ability to coordinate work with professional consultants and stakeholders like ministries and public agencies.
  • Possession of a valid driver's license and personal vehicle (some travel required).
  • Strong interest in developing mixed-use communities that enhance quality of life.
  • Valued skills: collaboration, leadership, innovation interest, curiosity.
  • Bilingual in French and English (essential).
