Job summary

Northumberland Ferries Limited in Charlottetown, PEI, is seeking a Deputy Program Manager to support engineering program execution and project governance across our marine operations. You will help drive oversight, engineering administration, and maintenance improvements for vessels and terminals.

This role collaborates with the VP Engineering and cross‑functional teams, managing budgets, schedules, and regulatory coordination with Transport Canada while contributing to the long‑term reliability

Qualifications

  • Engineering degree or equivalent education with marine or project mgmt exposure.
  • Experience supporting or managing technical/engineering projects.
  • PM or quality certs (PMP) considered an asset; ISO familiarity helpful.
  • Experience in marine/maritime environments preferred.

Responsibilities

  • Support standardized project management and quality practices across the organization.
  • Assist in project tracking, reporting, and coordination for engineering initiatives.
  • Administer internal programs including E1, E2, and Charter Offsets.
  • Support monitoring and reporting on engineering budgets and capital programs.
  • Maintain and administer long-range maintenance plans for vessels and terminals.
  • Coordinate engineering engagement with Transport Canada for capital projects and regulatory requirements.
  • Manage individual engineering or capital projects as assigned.
  • Contribute to development of engineering policies, procedures, and governance frameworks.
  • Support improvements to maintenance management systems and tools.
  • Manage and maintain engineering content on SharePoint and Compass intranet platforms.
  • Oversee engineering documentation quality management for vessels and terminals.
  • Administer major project contracts and terms & conditions.
  • Assist with coordination of major repairs and maintenance activities, including contractor engagement.
  • Manage engineering department administration, task lists, and meeting coordination.
  • Monitor and support adherence to Asset Modification policies and procedures.

About The Role

We are seeking a highly organized and technically capable Deputy Program Manager to support engineering program execution and project governance across our marine operations. This role plays a key part in ensuring consistent project and quality management practices while supporting capital programs, vessel and terminal maintenance initiatives, and regulatory coordination. Working closely with the VP Engineering and cross‑functional teams, the Deputy Program Manager will help drive project oversight, engineering administration, and continuous improvement in maintenance and quality systems across the organization. This position offers a unique opportunity to work on marine vessels, terminals, and capital projects across Atlantic Canada while contributing to the long‑term reliability and performance of critical transportation infrastructure.

Key Responsibilities

Qualifications And Experience
  • Engineering degree or equivalent education and experience in marine engineering, project management, or quality management.
  • Experience supporting or managing technical or engineering projects.
  • Project Management certification (PMP) or quality management certification considered an asset.
  • Experience within the marine or maritime industry strongly preferred.
  • Experience with quality systems or ISO certification frameworks considered an asset.
  • Leadership experience within marine operations or Transport Canada regulatory environments is an asset.
  • Strong organizational and administrative skills with the ability to manage multiple priorities in a fast‑paced environment.
  • Ability to work independently with minimal supervision.
  • Proficiency with Microsoft 365 tools including SharePoint, Excel, Word, and Teams.
Working Conditions
  • Primarily an office‑based role in Digby or Halifax or Caribou NS, Charlottetown or Wood Islands PE, or Saint John NB, with regular travel to vessels, docks, and terminal facilities throughout Atlantic Canada.
  • Requires a valid driver’s license and passport.
  • Occasional evening, weekend, and overnight travel may be required.
  • Must be able to access all areas of vessels and terminals, including climbing ladders and entering confined spaces where appropriate.
