Job summary

Newfoundland and Labrador Health Services is seeking a Decision Support Analyst to support, develop, and provision robust data products for provincial health programs. You will work with stakeholders to define metrics and ensure data quality, with a focus on BI solutions and analytics across care continuum.

This role requires collaboration, strong analytical skills, and the ability to navigate complex health datasets, including Epic readiness.

Qualifications

  • Undergraduate degree in a related field and 3+ years in decision support, analytics, BI, data management or healthcare.
  • Experience building, iterating, and validating data models in Oracle or SQL Server environments.
  • Experience with BI suites (Cognos, Business Objects, etc.) and data governance practices.
  • Ability to work with health system stakeholders to capture data and information requirements.
  • Willingness to acquire Epic Certification; completion of training and certification exams as required.

About Us

As part of the Newfoundland and Labrador Health Services, the Digital Health division provides quality information to health professionals, the public, researchers, and health system decision makers. Through collaboration with the health system, we support the development of data and technical standards, maintain key health databases, carry out analytics and evaluation, and support health research. We support healthcare within Newfoundland and Labrador, including patients and communities through the delivery of information technology (IT) and digital health services applied in the healthcare system to provide quality care. Our mandate includes the development and implementation of a confidential and secure provincial electronic health record as well as other provincial clinical information programs, including the change management required to support adoption by end user clinicians.

In alignment with the Provincial Health Accord, NL Health Services will be replacing Meditech Magic and Client Server (CRMS) as well as other digital health systems with a new leading- edge Health Information System (HIS). This project will be the largest health care system implementation ever launched in Newfoundland and Labrador.

EPIC has been selected as the preferred digital health solution for this HIS project. This transformational change will allow us to join other Canadian provinces in the modernization of our provincial health information system. In support of the HIS project, it has been determined that the NL Health Services will require recruitment for positions in Management, Clinical Informatics, Information Technology, Analytics and Change Management.

About the Role

We are currently looking for Decision Support Analysts to join our Data and Information Services team. As a Decision Support Analyst, you will be responsible for supporting, developing, and provisioning robust data and information products and solutions as it relates to the diverse services and programs provided by the provincial health system, across the continuum of care. The Business Intelligence Developer- Decision Support Analyst reports to the Manager of Operational and Business Analytics (HIS).

Responsibilities
  • Work with stakeholders to understand and define workflows, business processes and information requirements
  • Provide subject matter expertise and collaborate with business, program and clinical managers to define and develop appropriate metrics, indicators, and performance measures
  • Provide advice and guidance in capturing, defining, validating, and interpreting diverse health system data
  • Acquire, import, and process and develop relational and dimensional data from a range of source systems and repositories for various uses to meet stakeholder information needs
  • Provide technical leadership for database design, development, maintenance, and administration which supports the data and information needs of a broad range of health system stakeholders
  • Support and maintain various analytic (e.g. SAS, SPSS), machine learning (e.g. Python, R), BI (e.g., Cognos, Crystal Reports) and database extract/transform/load (ETL) software applications
  • Design, build, implement, maintain, and support BI solutions (e.g., reports and dashboards, self-serve data access) that meet health system information needs
  • Prepare and provision data for use by various internal and external data user groups including integration of data with operational workflows and front-line systems
  • Educate and support end users of data and BI solutions including self-serve access to data and analytics/BI tools and environments.
  • Provide subject matter expertise to support research, health system planning, performance, quality, and process improvement initiatives
  • Support data quality management by conducting data quality assessments and developing and executing action plans to address identified data quality issues in collaboration with internal and external stakeholders
  • Perform data management functions, metadata development and documentation
  • Support the development and maintenance of system and data user guides and other relevant documentation to support operations and end use of the data
About You

Your education and experience include:

  • Undergraduate degree in a related field (e.g., Computer Science) combined with a minimum of three years’ experience in the field of decision support, analytics, business intelligence, data management, database design/development or closely related healthcare field of work is required. Demonstrated experience would include, but is not limited to:
    • Building, iterating, and validating data models in an Oracle or SQL server environment
    • Use and support of any of the major BI suites (Cognos, Business Objects, etc.)
    • Use and support of database query tools and technologies (SQL, ETL, data marts, etc.)
    • Working with health system stakeholders to understand and capture data and information requirements
    • Working with health-related data or information systems (Meditech, CRMS, MIS, finance, EMR, pharmacy data, etc.
  • Willingness to acquire Epic Certification; prerequisites, participate in Epic training/education sessions, complete self‑assessments and successfully challenge the certification exam is required.
