Job summary

County of Simcoe seeks a Database Applications Specialist I to support corporate database systems and web applications. You will liaison with vendors, provide programming support, and handle security, testing, and operational maintenance across MS-SQL, .NET and SAP environments.

You will design robust database architectures, implement access controls, and ensure business continuity while producing reports and training end users. This is a hybrid role with potential remote work as needed.

Qualifications

  • Three year college diploma in IT or Programmer Analyst, or educational equivalency.
  • Knowledge of two or more core technologies (MS-SQL, SAP NetWeaver, SOA, BI).

Responsibilities

  • Provide programming expertise in design and development of database systems (MS-SQL, .NET, SAP).
  • Design and implement screen, field, table and process level security.
  • Architect high performance, reliable database systems and monitor metrics.
  • Ensure integrity of environments via testing and promotion procedures.
  • Design application logic including data structures, queries and integration.
  • Develop and monitor pilot testing for compliance and user satisfaction.
  • Implement reporting using SSRS, SharePoint, MS-Access and MS-Excel.
  • Assist in transaction logs and backup/recovery procedures.
  • Administer database access rights and passwords.
  • Provide troubleshooting for operational failures and performance issues.
  • Undertake systems analysis and design for new software applications.
  • Liaise with vendors for error resolution.
  • Provide end user support and training, plus documentation.
  • Prepare reports and presentations; participate in committees.
  • Perform other duties including redeployment in emergencies; comply with safety rules.

Database Applications Specialist I - (4631)

The Database Applications Specialist I provides systems analysis and design support for corporate database systems and web-based applications, including vendor liaison during implementation, programming support, troubleshooting, and operational support for all database and program maintenance functions. Responsible for the overall technical management of large and complex database systems including systems security, authorized access, and business continuity.

DUTIES AND RESPONSIBILITIES (not listed in order of priority)

1.Provide programming expertise in the design and development of database systems within the County’s technical environment (MS-SQL, .Net, SAP).

2.Design and implement screen, field, table, and process level security to ensure appropriate user level access to applications.

3.Architect high performance, highly reliable database systems; monitor and adjust to ensure adherence to specified performance metrics.

4.Ensure the integrity of the various environments through the implementation and management of processes and procedures for testing and promoting code to production.

6.Design applications logic including relational and hierarchical data structures, queries, numeric calculations, workflow, and systems integration processes.

7.Develop and monitor application pilot testing to determine functional compliance and user satisfaction.

8.Design and implement database reporting using built-in applications tools such as SQL Reporting Services, SharePoint, MS-Access, and MS-Excel.

9.Assist in implementing transaction logs and backup / recovery procedures to ensure the integrity of all corporate applications.

10.Administer access rights and passwords to corporate databases and applications.

11.Provide technical troubleshooting of operational failures, processing errors, and performance problems.

12.Undertake systems analysis and design for new software applications, including client consultation, modeling of current systems, evaluation of technical and end user requirements, and identification of alternative solutions.

13.Liaise with vendors regarding error descriptions and problem resolution.

14.Provide end user support by preparing program documentation, training on new systems, and ongoing support.

15.Prepare reports and presentations as required.

16.Participate in committees as required.

17.Perform other duties as assigned, including redeployment in emergency situations .

18.Comply with Provincial and County occupational health and safety legislation, regulations, policies and procedures.

19.Maintain confidentiality in accordance with the Municipal Freedom of Information and Protection of Privacy Act.

EDUCATION, TECHNICAL SKILLS AND CERTIFICATION
  • Understanding of database architecture, applications programming, and network systems, achieved through a three year College diploma in Information Technology, or Computer Programmer Analyst. This job may be considered for educational equivalency in accordance with County Policy.
  • Knowledge of two or more of the following core technologies (MS-SQL, SAP-Netweaver, Service Oriented Architecture, and Business Intelligence).
  • Problem solving and critical thinking skills to diagnose problems and determine steps necessary to achieve an effective solution.
  • Ability to communicate effectively to users with varying levels of computer understanding. Ability to translate complicated technical language into layperson terms for training purposes.
  • Ability to work effectively with constant interruptions; ability to work simultaneously on several projects independently and to use good judgment in determining priorities.
  • Technical writing skills required to document systems procedures and prepare reports.
  • Valid G class drivers license and access to reliable vehicle.
  • Criminal records check that is less than 6 months old at time of hire.
EXPERIENCE
  • Four (4) years of experience in the information technology field developing and maintaining complex corporate database systems and associated server platforms, web-enabled applications, in a large corporate setting.
EFFORT
  • No physical effort of note is associated with this position.
  • Significant mental effort required for systems analysis and design, diagnosing system failures, and managing various tasks on multiple projects simultaneously.
WORKING CONDITIONS
  • Typical office environment.
  • May be required to attend the workplace or log in from outside the workplace during evenings, nights, or weekends for problem resolution.
  • Ability to work remotely if required.
