Job description

Infrastructure Ontario (IO) is advancing a renewed enterprise-wide data strategy focused on building strong data foundations, including data and AI governance, a centralized analytics platform, and data literacy. We are strengthening our analytics capabilities to help the organization use data to solve complex business problems, support evidence-based decision-making, and improve service delivery across the enterprise.

Position Summary

The Data Scientist is an individual contributor role reporting to the Director, Data and Analytics. This is a contract opportunity that offers a unique chance to gain hands‑on experience across analytics, data literacy, and enterprise data platform initiatives.

What You Will Do
Business Consulting & Analytics Delivery
  • Support the Data & Analytics team members and business stakeholders in gathering requirements, documenting business needs, and identifying opportunities where data and analytics can support decision‑making.
  • Assist in translating business questions into analytical approaches, datasets, reports, dashboards, and other data‑driven solutions.
  • Support analytics initiatives through stakeholder coordination, requirements documentation, and communication of analytical findings to technical and non‑technical audiences.
Data Preparation & Visualization
  • Extract, cleanse, transform, and integrate data from multiple systems to create trusted datasets for reporting, analysis, and decision support.
  • Design, develop, and maintain curated datasets within IO’s data platform to support reporting, analysis, and self‑service analytics.
  • Leverage the enterprise data platform to profile, validate, transform, and prepare data for reporting, analysis, and decision support activities.
  • Develop and maintain dashboards and reports that provide stakeholders with timely, reliable, and actionable information.
  • Partner with business stakeholders to improve data quality and ensure consistent use of enterprise data assets as required.
Data Analysis & Applied Data Science
  • Analyze data to identify trends, patterns, risks, opportunities, and actionable insights. Conduct exploratory data analysis, quantitative assessments, and business‑focused modelling to support planning, prioritization, performance evaluation, and decision‑making.
  • Apply statistical and analytical techniques to understand business drivers, evaluate outcomes, and support strategic and operational initiatives.
  • Develop analytical tools and models using Python, SQL, or R, including forecasting, scenario analysis, prioritization frameworks, cost‑benefit analysis, and multi‑criteria decision‑support solutions where appropriate.
Support to Data Literacy Program
  • Support the coordination and delivery of data literacy initiatives, including communications, stakeholder engagement, documentation, and related enablement activities.
  • Maintain training materials, user guides, and knowledge resources to promote understanding and adoption of the enterprise data platform, data products, and analytical solutions.
Who You Are
Experience & Education
  • A few years of experience in the field of data analytics or data science, turning data into insights and supporting data‑driven decision‑making. Relevant co‑op and internship experience may be considered.
  • Experience performing data analysis, building datasets, developing reports and dashboards, and delivering insights that support business decision‑making.
  • Bachelor’s degree in Statistics, Mathematics, Computer Science, Economics, Business Analytics, Data Science, Engineering, or a related field. A Master’s degree is considered an asset.
Technical Skills
  • Experience using SQL and programming languages such as Python or R for data extraction, transformation, analysis, automation, and development of analytical datasets.
  • Knowledge of data modelling, database management, data preparation, data quality techniques, and modern analytics platforms.
  • Knowledge of data visualization and business intelligence reporting, including experience with Excel, Power BI, or equivalent tools.
  • Experience working with cloud‑based analytics environments such as Databricks, Microsoft Fabric, or equivalent platforms is an asset.
  • Familiarity with statistical modelling, predictive analytics, machine learning, and AI concepts is considered an asset.
Consulting Skills
  • Strong communication skills, able to translate complex analytical concepts into clear, actionable insights for non‑technical audiences.
  • Ability to work with stakeholders to gather requirements, understand business needs, and translate them into analytical and reporting solutions.
  • Experience working in a public sector or with a public sector entity (asset).

We offer a competitive salary range of $86,800 to $,96,000 (P3 level), pay will align with skills, knowledge and experience of the candidate.
