The City of Regina is seeking a dedicated and experienced professional to join our team as a Corporate Facilities Security Manager. This role is responsible for ensuring the physical protection and security of the corporation’s property and assets. The position oversees the implementation and adherence to a comprehensive security model that monitors facility-related security issues, risks, and threats. The successful candidate will provide timely responses and corrective measures to ensure the safety of City of Regina staff, clients, City Council members, and physical assets, including facilities, equipment, materials, and information.
Key Duties & Responsibilities
- Administer and manage corporate security-related technological infrastructure and software (e.g., keys, card access, alarms, CCTV, DVR).
- Oversee and manage contract security guard services and procurement to meet business unit security needs.
- Promote security services within the corporation to align with departmental, divisional, and corporate objectives.
- Provide security services to City personnel, contractors, and the public for access control, identification processing, and visitor management.
- Develop and manage asset protection policies, standards, procedures, and compliance programs.
- Maintain and schedule the photo ID and security card access system, including updates for terminations and new hires.
- Coordinate large access control, intrusion detection, and CCTV hardware installations with vendors and contractors.
- Develop and maintain physical security guidelines and negotiate with management on security issues.
- Establish and ensure emergency plans and life safety programs are developed, implemented, and tested for all civic facilities.
- Research, evaluate, and apply physical security risk management methodologies, concepts, and technologies.
- Manage future security system expansion for the organization.
- Participate in the preparation and coordination of operating and capital budgets.
- Administer the corporate physical security incident reporting system and provide analysis and recommendations.
- Liaise and manage security inquiries, client responses, and troubleshooting with stakeholders including senior management, consultants, the public, other levels of government, and third parties.
- Collaborate with Information Security (City Clerks) and Information Technology (ITS) specialists to ensure program alignment.
- Provide recommendations for improving or preventing safety and security risks such as break-ins and thefts.
- Offer security input and guidance to project leaders in facility management projects.
- Support confidential investigations of employee and customer fraud by managing covert surveillance activities.
Key Qualifications
- In-depth understanding of security management principles, practices, trends, and developments.
- Familiarity with provincial and municipal laws, rules, and regulations including the criminal code and trespass to property act.
- Knowledge of industry security standards and advanced security equipment, along with technical expertise in standard and proprietary security hardware and software systems.
- Understanding of the functions, principles, policies, and governance structure of municipal government.
- Knowledge of public tendering practices and procedures.
- Awareness of safe working practices and regulations, including standard security measures.
- Strong communication skills for presenting, leading, and consulting with stakeholder groups.
- Ability to build consensus, resolve conflict, and manage change effectively.
- Creative and innovative problem-solving skills within a customer service approach.
- Ability to make decisions related to service-wide solution development and implementation.
- Strategic planning and long-term vision for increasing efficiencies and productivity in enterprise security.
