Job summary

Strathcona County is seeking a Coordinator, Access and Privacy to lead and coordinate its privacy functions while serving as Privacy Officer and access to information coordinator. The role strengthens transparency, protects personal information, and advances a growing Privacy Management Program.

The position emphasizes governance, development of policies and training, handling PIAs, and responding to information requests.

Qualifications

  • Post-secondary degree with 7+ years experience, or diploma with 9+ years, preferably in government.
  • Completion of a privacy and access certificate program or designation.
  • Extensive knowledge of Alberta's Access to Information Act and Protection of Privacy Act.
  • Strong understanding of municipal governance and related legislation, including the Municipal Government Act.

Responsibilities

  • Serve as the County's designated Privacy Officer.
  • Administer and continuously improve the County's Privacy Management Program.
  • Develop privacy frameworks, policies, procedures, tools, and training materials.
  • Establish governance standards and controls for consistent privacy practices.
  • Monitor legislative developments and recommend program improvements.
  • Coordinate Privacy Impact Assessments (PIAs).
  • Investigate privacy breaches, complaints, and incidents.

Are you an experienced privacy and access professional who thrives on building programs, navigating complex legislation, and providing trusted advice to leaders? We are seeking a Coordinator, Access and Privacy to lead and coordinate our access and privacy functions while serving in the critical role of Privacy Officer, as well as the role of access to information coordinator for Strathcona County.

This is an exciting opportunity to play a key role in strengthening transparency, protecting personal information, and advancing a growing Privacy Management Program.

Key Responsibilities:
  • Serve as the County's designated Privacy Officer
  • Administer and continuously improve the County's Privacy Management Program
  • Develop and enhance privacy frameworks, policies, procedures, tools, and training materials
  • Establish governance standards and controls to ensure consistent privacy practices
  • Monitor legislative developments and recommend program improvements
  • Build strong relationships with internal and external stakeholders
  • Act as the primary point of contact for privacy-related matters
  • Lead privacy initiatives and quality assurance activities to evaluate program effectiveness and ensure compliance with legislation, policies, and standards
  • Advise senior leadership and staff on privacy requirements, risks, and best practices
  • Coordinate Privacy Impact Assessments (PIAs)
  • Investigate privacy breaches, complaints, and incidents
  • Recommend corrective actions and mitigation strategies
  • Develop practical guidance and educational resources for employees
  • Coordinate and process access to information requests from intake to completion
  • Ensure compliance with legislated timelines and requirements
  • Conduct records reviews and disclosure assessments
  • Respond to third-party consultations and related inquiries
  • Provide advice on access legislation and disclosure decisions
  • Develop tools and training to support consistent access to information processes
  • Assess and audit access and privacy activities
  • Prepare reports and recommendations for senior leadership
  • Monitor trends, legislative changes, and emerging issues
  • Participate in cross-functional committees and initiatives
  • Support information governance, transparency, and compliance objectives
Qualifications and Skills:
  • A post-secondary degree in a related field and at least 7 years of related experience, preferably within a government environment or a diploma in a related field and at least 9 years of related experience, preferably within a government environment
  • Completion of a privacy and access certificate program or designation
  • Extensive knowledge of Alberta's Access to Information Act and Protection of Privacy Act
  • Strong understanding of municipal governance and related legislation, including the Municipal Government Act
  • Experience managing access to information requests and privacy compliance programs
  • Expertise in privacy impact assessments, privacy breach management, and legislative interpretation
  • Excellent analytical, critical thinking, and decision-making skills
  • Strong project management and organizational abilities
  • Exceptional written and verbal communication skills
  • Ability to explain complex legislative requirements to diverse audiences
  • High levels of discretion and professionalism when handling confidential information
  • Strong Microsoft Office skills and proficiency with document redaction tools, including Adobe
  • Ability to work independently and effectively manage competing priorities and deadlines

Equivalencies of education and experience may be considered. This role may be eligible to participate in our hybrid work program after 6 months in the role.
