Job summary

Norpac is seeking a Controller to lead finance, accounting operations, and project-based costing across multiple construction projects. You will partner with executives and operations to ensure accurate financial reporting, strong controls, and proactive risk management.

The role emphasizes strategic planning, regulatory compliance, and continuous improvement of accounting systems and processes. Based in Kamloops with travel to project sites as needed.

Qualifications

  • CPA designation preferred and active.
  • Minimum 5+ years of progressive accounting experience in construction.
  • Strong job costing and project accounting knowledge.
  • Proficiency with Viewpoint, Sage 300, QuickBooks, Jonas.

Responsibilities

  • Oversee all accounting operations including AR, AP, payroll, job costing and GL.
  • Prepare financial statements per ASPE/IFRS and manage month-end close.
  • Lead cash flow forecasting and working capital management.
  • Ensure compliance with CRA filings and regulatory requirements.
  • Oversee project budgets, cost-to-complete and variance analysis.
  • Partner with project managers to monitor financial performance.

Job description

Norpac is looking for a Controller to ensure that we have accurate financial information, strong controls, accurate project costs, project and overhead forecasts, and realtime and live information on financial positioning

As the organization delivers projects that vary in scope, location, and delivery conditions, the Controller plays a critical role in ensuring that financial planning, reporting, and controls are aligned with operational realities. The role supports executive leadership by bringing clarity to financial performance, cash flow, and risk exposure across the business.

This position is well suited to a construction finance leader who understands project-based environments and is comfortable operating within an execution-focused organization. The Controller will contribute to strategic planning while maintaining strong financial discipline and oversight.

The Controller is responsible for the overall financial management of the company, including accounting, reporting, compliance, budgeting, and internal controls. This role plays a critical leadership function, partnering closely with executive management, project managers, and operations teams to ensure financial performance, profitability, and regulatory compliance across all projects.

Key Responsibilities
Financial Management
  • Oversee all accounting operations including AR, AP, payroll, job costing, and general ledger.
  • Prepare monthly, quarterly, and annual financial statements in accordance with ASPE/IFRS.
  • Manage cash flow, forecasting, and working capital.
  • Lead month-end and year-end close processes.
Construction-Specific Duties
  • Manage job cost accounting and WIP (Work in Progress) reporting.
  • Review project budgets, cost-to-complete, and variance analysis.
  • Monitor holdbacks, progress billings, and change orders.
  • Ensure compliance with lien legislation and construction contracts.
Financial Control & Accounting
  • Full responsibility for general ledger, AP, AR, payroll, and banking.
  • Ownership of month-end and year-end close processes.
  • Preparation of financial statements under ASPE/IFRS.
  • Maintain chart of accounts and accounting policies.
  • Ensure accurate revenue recognition and expense matching.
Project & Job Cost Management
  • Oversee job cost accounting for all active projects.
  • Maintain WIP (Work in Progress) and percentage-of-completion reporting.
  • Track labour, materials, subcontractors, equipment, and overhead.
  • Review project budgets vs actuals and identify variances.
  • Monitor change orders, progress billings, holdbacks, and claims.
  • Partner with project managers on financial performance.
Cash Flow & Working Capital
  • Prepare weekly and monthly cash flow forecasts.
  • Manage collections, payables, and vendor relationships.
  • Oversee credit facilities and banking requirements.
  • Support bonding and surety reporting.
  • Optimize working capital and liquidity.
Compliance & Regulatory
  • Ensure compliance with CRA requirements:
  • GST/HST filings
  • Payroll remittances
  • T4/T5 slips
  • Corporate tax support
  • Ensure compliance with provincial lien acts and contract terms.
  • Coordinate external audits and tax engagements.
  • Maintain internal controls and financial risk management.
Budgeting & Forecasting
  • Lead annual budget process.
  • Prepare rolling forecasts and cost-to-complete reports.
  • Support strategic planning and financial modeling.
  • Provide financial insights for growth decisions.
Leadership & Systems
  • Manage and develop accounting staff.
  • Implement and improve financial systems (Viewpoint, Jonas, Sage, etc.).
  • Drive process automation and efficiency.
  • Ensure data integrity and reporting accuracy.
  • CPA designation (CPA Canada) – strongly preferred.
  • 5+ years of progressive accounting experience, including construction industry.
  • Strong knowledge of job costing and project accounting.
  • Proficiency with accounting systems (e.g., Viewpoint, Sage 300, QuickBooks, Jonas).
  • Advanced Excel skills.
Preferred
  • Experience in mid-sized construction or contracting firms.
  • Knowledge of bonding, surety requirements, and lender reporting.
  • Experience with union payroll and multi-province operations.
