Job summary

The City of Brandon is seeking a Contract Specialist to lead contract administration and vendor performance across the full lifecycle of city projects. You will craft agreements based on bid opportunities, monitor compliance, and drive continuous improvement within Procurement Services.

This role reports to the Director of Procurement, works with Legal, Finance, and other departments, and requires a proactive, independent approach with strong attention to detail.

Qualifications

  • Grade 12, GED, CAEC, or Mature High School Diploma.
  • A degree from a recognized post-secondary institution in Project Management, Law, SCM, Business Administration, or related field.
  • Minimum of three (3) years of progressively responsible experience in contract administration, project management, SCM, procurement, or related field.
  • A valid Manitoba Class 5 driver's license, held and maintained.

Responsibilities

  • Develop, implement, and enforce vendor guidelines, SLAs, and contract management procedures.
  • Draft agreements based on bid requirements and administer the vendor performance program.
  • Monitor contract compliance, manage amendments/renewals, and facilitate closeout with post-award documentation.
  • Provide guidance on contract interpretation and dispute resolution with Legal Services, Finance, and other stakeholders.
  • Maintain contract tracking systems and prepare performance and compliance reporting.
  • Develop standardized forms, templates, and contract language, and lead debrief sessions.

PAY $40.94–$43.01/hr (2026 rates)

THE OPPORTUNITY

The Contract Specialist provides leadership and specialized expertise on contract administration related to bid opportunities, overseeing contract administration and vendor performance management across the full contract lifecycle. You'll monitor compliance, manage amendments, renewals and closeout, mitigate risk, and maintain accurate documentation - fostering the vendor relationships that keep City projects moving, and driving continuous improvement across the procurement and contract management function.

WHAT YOU'LL OWN
  • Develop, implement, and enforce vendor guidelines, SLAs, and contract management procedures
  • Draft agreements based on bid opportunity requirements, and administer the corporate vendor performance management program
  • Monitor contract compliance, manage amendments/renewals, and facilitate closeout — including post-award documentation such as insurance and WCB requirements
  • Provide guidance on contract interpretation and dispute resolution, coordinating with Legal Services, Finance, and other stakeholders
  • Maintain contract tracking systems and prepare performance and compliance reporting
  • Develop standardized forms, templates, and contract language, and lead project/contract debrief sessions
  • Stay current on relevant legislation, City standards, and emerging best practices in contract administration
WHAT YOU BRING - REQUIRED
  • Grade 12, G.E.D., C.A.E.C., or Mature High School Diploma
  • A degree from a recognized post-secondary institution in Project Management, Law, Supply Chain Management, Business Administration, or a related field
  • A minimum of three (3) years of progressively responsible experience in contract administration, project management, supply chain management, procurement, or a related field
  • A valid Manitoba Class 5 driver's license, held and maintained
  • An equivalent combination of experience, training, and education may be considered
WHAT SETS YOU APART - PREFERRED
  • Project Management Professional (PMP) certification or an equivalent project management designation
  • Experience in supply chain management, public sector procurement, contract administration, or legal support
  • Strong knowledge of contract law and regulatory requirements
  • Familiarity with applicable legislation, including procurement law
  • Previous supervisory, leadership, advisory, or stakeholder-support experience - especially in roles guiding internal and external stakeholders without a direct reporting relationship
  • Knowledge of accounting principles and financial processes
  • Intermediate-to-advanced proficiency in Outlook, Teams, Word, and Excel
HOW YOU'LL WORK

You'll work independently and as part of a team, in a shared and consultative manner with other employees on a daily basis. Expect a wide variety of tasks that call for managing multiple unrelated projects at once and making independent, quality-driven decisions daily. Occasional travel throughout the City to visit facilities and work sites should be expected, in all types of weather.

Your work is subject to periodic check-ins with a member of the Procurement Services Management Team - available to advise on difficult or unusual problems - along with routine internal controls, audit, and report review. You'll report to the Director of Procurement.

GOOD TO KNOW
  • Full-time, permanent position, 36.25 hours per week, offered under the Collective Agreement between the City of Brandon and CUPE Local 69. First consideration will be given to current City of Brandon CUPE employees. The City reserves the right to underfill this position.
  • Successful applicants must pass a Police Criminal Record Check.
  • Applicants must maintain legal eligibility to work in Canada. Work permit holders are responsible for ensuring their permit remains valid.
