Job summary

The City of Brandon is seeking a Contract Specialist to lead contract administration for bid opportunities and oversee vendor performance throughout the contract lifecycle.

In collaboration with internal departments and Legal Services, you will monitor changes, renewals and closeouts while ensuring compliance with municipal policies and applicable laws. This role emphasizes continuous improvement and risk mitigation.

Qualifications

  • Grade 12, GED or equivalent; post-secondary degree in a related field.
  • Minimum three years of contract administration, project or supply chain experience.
  • Valid Manitoba Class 5 driver’s license or equivalent is preferred.
  • Ability to work with internal teams, vendors and legal services.
  • Knowledge of procurement law and regulatory requirements.

Responsibilities

Position Conditions: This full-time permanent position of 36.25 hours per week will be offered in accordance with conditions identified in the Collective Agreement between the City of Brandon and CUPE Local 69. First consideration will be given to current City of Brandon CUPE employees. The City of Brandon reserves the right to underfill this position.

Rate of Pay: $40.94- $43.01 (2026 Rates)

PURPOSE OF POSITION

The Contract Specialist provides leadership, guidance, and specialized expertise regarding contract administration related to bid opportunities. This role is responsible for overseeing contract administration and vendor performance management activities to ensure contracts are effectively managed throughout their lifecycle. Working collaboratively with internal departments, vendors, and other stakeholders, the Contract Specialist monitors contract compliance, manages amendments, renewals, and contract closeout activities, mitigates risk, and maintains accurate contract documentation and records. The position plays a key role in fostering productive vendor relationships, supporting operational objectives, and ensuring adherence to municipal policies, legislative requirements, legal requirements, and industry best practices. Through continuous improvement initiatives, performance monitoring, and process standardization, the Contract Specialist contributes to the City's overall procurement and contract management effectiveness.


TYPICAL DUTIES AND RESPONSIBILITIES


  • Develops, establishes, implements and enforces vendor guidelines, obligations and service level agreements (SLAs) and contract management procedures;

  • Develops draft agreements based on bid opportunity requirements;

  • Provides support to departments to ensure contracting parties fulfill their contract obligations by monitoring contract performance, identifying issues, resolving issues, and communicating with stakeholders to minimize risk and maximize performance;

  • Ensures contract administration activities comply with contract provisions, applicable legislation, policies and procedures;

  • Administers and oversees the corporate vendor performance management program;

  • Ensures contract changes, including change orders and amendments, are properly documented and authorized;

  • Provides guidance and advice on contract interpretation and dispute resolution;

  • Monitors and tracks post-award documentation including contract execution, insurance certificates and WCB requirements;

  • Maintains contract tracking systems and prepares reports, analysis and recommendations related to contract performance and compliance;

  • Manages contract renewals and amendments and facilitates contract termination process;

  • Maintains accurate and complete contract records and documentation;

  • Coordinates with Legal Services, Finance, and any other department stakeholders to support contract administration activities;

  • Reviews bid opportunity template, standard terms and conditions and related procurement documents;

  • Develops and implements standardized forms, templates and contract language;

  • Facilitates project and contract debrief session with stakeholders;

  • Promotes continuous improvement and best practices by identifying opportunities for enhanced efficiency, effectiveness and compliance;

  • Maintains knowledge of the City Standard Construction Specifications, City Instructions to Bidders, City General Conditions of the Contract, City protocols, and related Provincial and/or Federal guidelines and legislation;

  • Maintains awareness of emerging technologies, legislative developments, policies, procedures and best practices related to contract administration;

  • Performs backup support and performs functions of other administrative or clerical positions within the department as required;

  • Performs other duties as assigned.

MANDATORY QUALIFICATIONS & EXPERIENCE


  • Grade 12, G.E.D., C.A.E.C., or Mature High School Diploma;

  • Degree from a recognized post-secondary institution, in Project Management, Law, Supply Chain Management, Business Administration or a relevant field;

  • Minimum three (3) years progressively responsible experience in contract administration, project management or supply chain management, procurement or a related field;

  • Hold and maintain a valid Manitoba Class 5 drivers’ license;

  • An equivalent combination of experience, training and education may be considered.


PREFERRED QUALIFICATIONS & EXPERIENCE


  • Experience working in supply chain management, public sector procurement, contract administration or legal support;

  • Strong knowledge of contract law and regulatory requirements;

  • Familiarity with applicable legislation including procurement law;

  • Previous supervisory, leadership, advisory or stakeholder-support experience is an asset, especially in roles requiring guidance to internal and external stakeholders without direct reporting relationships.

  • Knowledge of accounting principles and financial processes are considered an asset;

  • Proficiency in Outlook, TEAMS, Word and Excel (intermediate to advanced) is considered an asset.


WORK CONDITIONS

The Contact Specialist works independently and in a team environment.



  • Work in a shared and consultative manner with other employees (daily);

  • Wide variety of tasks requiring ability to manage multiple unrelated projects, and make independent decisions (daily);

  • Self-motivated, and quality driven, to perform independent projects (daily);

  • May be necessary to travel throughout the City and visit various facilities or work sites in all types of weather conditions (occasionally);

  • Work is normally subject to periodic checks by a member of the Procurement Services Management Team who are available for advice on difficult or unusual problems, as well as through internal controls, audit and review of reports (occasionally);
