CNL Contracts Services Manager

Canadian Nuclear Laboratories Ltd.

Nuclear Laboratory Partners of Canada Inc. (NLPC) intends to be awarded a contract (the “Contractor Contract”) from Atomic Energy of Canada Limited (AECL), pursuant to which it will acquire Canadian Nuclear Laboratories Ltd. (CNL) and oversee CNL’s performance of a contract (the “CNL Agreement”) between AECL and CNL.

The Contracts Services Manager (CS Manager) will be initially employed by BWXT Government Group, Inc. (BWXT GG), NLPC’s largest share owner, but ultimately will be seconded to CNL as an Essential Personnel position under the CNL Agreement.

The CS Manager shall become knowledgeable of both the Contractor Contract and the CNL Agreement, and how they work in a complementary manner, shall safeguard company interests while meeting AECL objectives, and shall serve as the point of contact for all aspects affecting the status of the CNL Agreement, including developing and negotiating contract modifications.

*This position is located in Ontario, Canada, and for eligible candidates, a relocation or temporary living package may be part of the compensation package.

Duties

Under the direct supervision and direction of the CNL President or the CNL CFO, the CS Manager shall have the following specific duties (subject to modification as CNL determines the attributes of each Key and Essential personnel position):

Specific Duties

  • Manage all aspects affecting the current status of the CNL Agreement, including justifying cost recovery and promptly identifying, raising, and resolving problems and issues.
  • Manage all aspects affecting the adjusted status of the CNL Agreement, including developing and negotiating contract modifications affecting scope, budget, fee, or other aspects.
  • Manage all aspects of the secondment agreements between CNL and the NLPC consortium partners, including monitoring billings, coordinating with the Director Interface Resources on reach-back engagement, and resolving issues.
  • Support the Director, Interface Resource, NLPC, in the preparation and implementation of the Performance Evaluation and Measurement Plan (PEMP) and the Contractor Management Fee Report.
  • Staff, manage, and train support staff to perform duties and develop skills in sound contract and business decision-making.
  • Serve as a clear communication point for all CNL Agreement-related communications between CNL and AECL, and for all secondment agreement-related communications between CNL and NLPC partners.
  • Provide management direction, communicate contracting practices and philosophies, recommend negotiation techniques, and advise CNL executives on business and policy matters related to the agreements, always in the best interests of CNL and NLPC.

General Duties:

  • Ensure compliance with Canadian law, regulations, and policies in all duties.
  • Maintain current knowledge of Canadian government contracting rules.
  • Exhibit professionalism and collaboration.
  • Develop relationships with CNL, NLPC, AECL, community stakeholders, and regulatory officials.
  • Support safety, security, quality, and other organizational goals.
  • Obtain and maintain necessary security clearances and confidentiality agreements.
  • Communicate clearly in written and oral form.
  • Travel as necessary.
  • Coordinate with the CNL Legal Department.
  • Perform other duties as assigned.

Qualifications

  • Ability to meet the job duties listed.
  • Bachelor’s or advanced degree in business or law preferred.
  • 10+ years’ experience in contract negotiation and administration, with Canadian and government experience a plus.
  • Leadership and management experience.
  • Experience with AECL or similar regulatory bodies preferred.
  • Strong knowledge of Canadian contracting standards.
  • Ability to obtain and maintain Canadian Security Clearance.
  • Reliable attendance at CNL locations, with travel as needed.
  • Proficiency in word-processing and data software.
  • Excellent interpersonal and communication skills.
  • Self-starter with discretion, judgment, and analytical skills.
  • Attention to detail and ability to report on fraud, waste, and abuse.

The salary range in Ontario is expected to be between $112,000 and $177,000 USD annually, based on experience and market factors. The total compensation may include bonuses and benefits, details of which will be provided upon job offer.
