The Municipal Licensing and Standards Division supports the City of Toronto by contributing to the safety, vibrancy, and maintenance of communities through effective by-law administration, enforcement services, business licensing, permitting, and animal care services.
Reporting to the Manager, Workforce Development and Training, the Consultant Training and Development will lead the assessment, design, development, delivery, and evaluation of training initiatives and programs. The incumbent will tailor training curricula for various roles across the division and support onboarding of new officers.
Major Responsibilities:
- Implement detailed plans and recommend policies/procedures for program-specific requirements.
- Develop and deliver training supporting quality client service, professional development, and compliance with provincial directives and divisional mandates.
- Model leadership behaviors and create a positive learning environment.
- Identify training needs through consultation and collaboration.
- Assess performance issues and determine if training is an appropriate response.
- Conduct needs assessments with managers and staff to address knowledge and skill gaps.
- Evaluate training effectiveness through surveys, focus groups, and data analysis.
- Support staff returning from extended absences with tailored training plans.
- Deliver training based on divisional analysis and policies.
- Provide on-site training for new technologies, policies, and safety procedures.
- Manage complex training projects, identify problems, and implement solutions.
- Utilize various training methodologies to cater to different learning styles.
- Assist in creating a multi-year training plan and maintain training records.
- Collaborate on strategic initiatives related to training and knowledge management.
- Coordinate with internal and external training providers, monitor vendor performance, and manage contracts.
- Research and analyze workplace training practices and stay updated on new methods.
- Ensure training documentation is accurately recorded in the City's online learning system.
- Develop diverse training content, including instructor-led, eLearning, multimedia, and virtual formats.
- Prepare statistical reports and manage budgets for training activities.
- Provide customer service and logistical support for training programs.
- Prepare procurement documents, evaluate vendor proposals, and coordinate contract execution.
Key Qualifications:
- Post-secondary education in Human Resources, Adult Education, Educational Technology, Instructional Design, or equivalent experience.
- Experience in developing learning strategies, managing Learning Management Systems, and designing eLearning tools.
- Proven ability to design, deliver, and evaluate various training formats for large audiences.
- Experience managing large-scale training programs and vendor relationships.
- Knowledge of bylaws, policies, and procedures relevant to service operations (asset).
- Strong facilitation, communication, and stakeholder management skills.
- Knowledge of adult learning principles, training needs assessment, and relevant legislation.
- Proficiency in MS Office and eLearning development tools (e.g., Articulate Storyline, Captivate).
- Understanding of eLearning standards, accessibility, and emerging training technologies.
- Strong project management skills and ability to handle multiple priorities.
