Job summary

KPMG in Canada is seeking a Consultant for Government Solutions in Ottawa to support federal, provincial and municipal engagements and drive practical improvements across public sector programs.

You will conduct research, design operating models, map processes, prepare client-ready materials and help manage projects across finance, HR, supply chain and other enabling functions, while learning quickly and delivering high-quality work with guidance.

KPMG’s Government Solutions practice helps federal, provincial and municipal governments, Crown corporations, agencies, healthcare organizations and other public sector clients design and deliver practical improvements. Our work spans enterprise transformation, target operating model design, process optimization, service delivery improvement, program and policy work, and large-scale business and digital change.

We are looking for a Consultant who is curious, adaptable and ready to contribute across varied client engagements. The successful candidate will learn quickly, work effectively when information is limited or ambiguous, and take responsibility for delivering high-quality work with appropriate guidance.

What you will do

• Support client engagements by contributing to workstreams, analyses, deliverables and implementation activities.
• Conduct primary and secondary research and analyze qualitative and quantitative information to identify insights, trends and opportunities.
• Work through problems where information may be limited or ambiguous by asking focused questions, testing assumptions and organizing available evidence.
• Assist with current-state assessments, future-state design, strategic planning, operating model work, process improvement, service delivery reviews, business cases and implementation roadmaps.
• Participate in stakeholder interviews, workshops and working sessions; capture findings and translate discussions into clear actions and client-ready materials.
• Develop presentations, reports, recommendations, process maps, project plans, trackers and other engagement deliverables.
• Support project management activities, including tracking milestones, deliverables, risks, issues, decisions and dependencies.
• Support change management and implementation activities, including stakeholder engagement, communications, training and adoption support.
• Build a practical understanding of finance, human resources, supply chain and other enabling functions, and apply that knowledge to client work.
• Learn quickly on the job, respond constructively to feedback and collaborate with KPMG colleagues and client teams to deliver high-quality work.

What you bring to the role

• 1–3 years of relevant experience in management consulting, government, the broader public sector, not-for-profit organizations, business transformation, strategy, operations, policy, service delivery, process improvement or project delivery.
• A bachelor’s degree in business, commerce, public administration, public policy, economics, social sciences, engineering, information systems or a related discipline; equivalent relevant experience may also be considered.
• Strong analytical and problem-solving skills, with the ability to structure issues, assess information and develop practical recommendations.
• Experience working with qualitative and quantitative data to support insights, decision-making and clear client communications.
• Demonstrated organizational and project coordination skills, with the ability to manage priorities and deliver high-quality work with guidance.
• Strong interpersonal skills and the ability to work effectively with diverse, cross-functional teams and stakeholders.
• Strong written and verbal communication skills, with the ability to prepare concise, professional and client-ready materials.
• Proficiency with Microsoft Office tools, particularly PowerPoint and Excel; familiarity with Visio, Power BI or project management tools is an asset.
• A collaborative, curious and client-service-oriented mindset, with attention to detail and a commitment to continuous learning.
• Ability to travel periodically based on client and engagement requirements.

Qualifications and experience considered assets

• Experience working with federal, provincial, territorial or municipal governments, Crown corporations, agencies, healthcare, education, social services or other public sector organizations.
• Experience with policy analysis, program review or evaluation, jurisdictional scans, strategic planning, business cases, operating model design, process mapping, organizational design, service design, stakeholder engagement, performance measurement or implementation planning.
• Experience supporting transformation initiatives, including requirements gathering, testing, training, change management, communications or deployment activities.
• Understanding of government decision-making, public accountability, governance, procurement or regulatory environments.
• Professional certification or related learning in project management, business analysis, change management, Lean Six Sigma, public administration or a relevant field.
• Bilingual proficiency in English and French. Government of Canada BBB language proficiency or higher is considered an asset.
• Eligibility to obtain a Government of Canada security clearance, depending on client and engagement requirements.

KPMG Ontario Region Pay Range Information

The expected base salary range for this position is $61,000 to $71,000 and may be eligible for bonus awards. The determination of an applicant’s base salary within this range is based on the individual’s location, skills & competencies, and unique qualifications. In addition, KPMG offers a comprehensive and competitive Total Rewards program.
