Job summary

Associated Engineering is seeking an experienced Construction Site Inspector to join our Kitchener office. You will provide on-site representation, construction inspection, and contract administration support for municipal infrastructure and heavy‑civil projects in Kitchener and the Waterloo Region.

You will collaborate with contract administrators, project managers, design teams, clients, and contractors while ensuring safety, quality, and regulatory compliance.

Qualifications

• Minimum 4 years relevant experience in municipal or heavy‑civil construction inspection, site representation, or construction contract administration.
• Knowledge of OPSS, OPSD, municipal standards, and Region of Waterloo DGSSMS is required.
• Registration or eligibility for registration with OACETT or PEO is an asset; related designations are also assets.

Responsibilities

• Monitor and document Contractor activities, progress, workmanship, and conformance with contract documents.
• Provide on‑site representation for municipal infrastructure and heavy‑civil projects (road reconstruction, sewers, etc.).
• Report delays, constraints, risks, and impacts to the Contract Administrator or Project Manager.
• Prepare daily reports and weekly summaries with photos, weather, labour, equipment, and measurements.
• Maintain organized project records (site diaries, measurement logs, testing reports).
• Coordinate QA testing and inspections; track deficiencies and corrective actions to closure.
• Support progress payments, change documentation, RFIs, and meeting records.
• Participate in meetings and communicate clearly with clients, contractors, utilities, and project team.

The Opportunity

Associated Engineering, a proudly Canadian, Employee-owned Company is seeking an experienced and dedicated Construction Site Inspector to join our team in our Kitchner office. Reporting to the Group Manager, Construction Services, you will provide on-site representation, construction inspection, and contract administration support for municipal infrastructure and heavy-civil projects in Kitchener, Waterloo Region, and surrounding communities. You will work closely with Contract Administrators, Project Managers, design teams, clients, contractors, utilities, testing agencies, approval authorities, and members of the public.

What You’ll Do

• Monitor and document the Contractor’s activities, progress, workmanship, and apparent conformance with the contract documents, drawings, specifications, permits, and approved submissions.
• Provide on-site representation for municipal infrastructure and heavy-civil projects, including road reconstruction, active transportation, grading, drainage, watermain, sanitary and storm sewer, utility coordination, and restoration.
• Monitor construction progress and schedule, and promptly report delays, constraints, risks, and potential impacts to the Contract Administrator or Project Manager.
• Prepare accurate and timely daily reports and weekly summaries, including photographs, weather, labour and equipment, completed work, quantities, testing, deficiencies, delays, and significant discussions.
• Maintain organized and defensible project records, including site diaries, field measurements, quantity records, inspection checklists, testing reports, deficiency logs, and information required for record drawings and project closeout.
• Review Contractor work procedures and field-related submissions for coordination and apparent conformance, and refer technical or contractual matters to the Contract Administrator or design team without directing the Contractor’s means and methods.
• Coordinate and document quality assurance testing and specialized inspections, and track deficiencies, non-conformances, and corrective actions through to closure.
• Measure and verify installed quantities and support progress payments, change documentation, RFIs, site instructions, change orders, meeting records, and project correspondence.
• Participate in site and progress meetings, assist with resolving field questions, and communicate clearly with clients, contractors, utilities, testing agencies, approval authorities, the public, and the project team.
• Observe traffic control, public access, environmental, quality, and safety conditions, and perform all duties in accordance with Associated Engineering’s health and safety program and applicable legislation.

Does this sound like you?

• A diploma or degree in Civil Engineering Technology, Civil Engineering, Construction Engineering, Construction Management, or a related field. Equivalent education and demonstrated field experience will be considered.
• Minimum 4 years relevant experience in municipal or heavy-civil construction inspection, site representation, or construction contract administration with a working knowledge of OPSS, OPSD, municipal standards, and the Region of Waterloo DGSSMS is required.
• A diploma or degree in Civil Engineering Technology, Civil Engineering, Construction Engineering, Construction Management, or a related field. Equivalent education and demonstrated field experience will be considered.
• Registration or eligibility for registration with OACETT or PEO is considered an asset. RCJI, RCSI, RCCA, or similar construction inspection and contract administration designations are also assets.
• Knowledge of construction contract administration, including change documentation, progress payments, deficiencies, field records, and the inspector’s delegated role and authority.
• Familiarity with the Ontario Traffic Manual Book 7 and the Occupational Health and Safety Act and Regulations for Construction Projects. Current construction safety training is considered an asset.
• Proficiency with Microsoft Word and Excel and PDF markup tools such as Bluebeam or Adobe.
• Experience with Builterra, SharePoint, AutoCAD or Civil 3D, scheduling software, GPS or survey equipment, or comparable field systems is considered an asset.
• Ability to read and apply construction drawings, specifications, contract terms, quantity and payment items, schedules, permits, and regulations.
