Job summary

Capital Crossing Constructors (CCC) is seeking a Procurement Specialist for the Alexandra Bridge Replacement Project, a landmark cross-border project between Ottawa, Ontario and Gatineau, Quebec. Reporting to the Procurement Manager, you will manage end-to-end sourcing of high-spec steel, marine equipment, and subcontracts to meet strict regulatory and Buy Canada requirements.

Familiarity with LCOP, AMP, and provincial contracts, fluency in French and English, and experience with SAP Ariba and

Qualifications

  • Bachelor's degree or higher in Civil Engineering, Business Administration, or Supply Chain Management.
  • Familiarity with Buy Canada Policy Framework and Federal Procurement Process.
  • 5+ years in procurement within Heavy Civil/Infrastructure, with Ontario and Quebec experience.
  • Fluency in French and English for contract reviews and negotiations.
  • Proficiency with SAP Ariba and Procore; knowledge of Incoterms 2020.

Responsibilities

  • Lead strategic sourcing to identify global and local suppliers for bridge construction components.
  • Negotiate and manage high-value subcontracts and purchase orders; oversee liquidated damages and force majeure provisions.
  • Ensure procurement activities comply with Ontario–Quebec Trade and Cooperation Agreement and other applicable regulations.
  • Coordinate logistics for oversized components and liaise with French- and English-speaking teams across provinces.

About the Project

The Alexandra Bridge Replacement Project is one of Canada's most significant infrastructure initiatives, replacing the existing Alexandra Bridge that has connected Ottawa, Ontario, and Gatineau, Quebec for more than 120 years. As a vital interprovincial transportation corridor within the National Capital Region, the bridge serves thousands of pedestrians, cyclists, motorists, and transit users while forming an integral part of Confederation Boulevard. Having reached the end of its service life, the existing bridge will be replaced with a modern, resilient crossing designed to meet the region's long-term transportation needs. The Alexandra Bridge Replacement Project represents a major investment in Canada's transportation infrastructure, supporting economic growth, regional connectivity, and community development while creating opportunities for skilled professionals to contribute to a landmark project that will serve Canadians for generations.

About the job

Reporting to the Procurement Manager, the Procurement Specialist for this landmark bridge project will be the strategic architect of a multi-million dollar supply chain that spans international borders and complex regulatory zones. This role is far more than processing purchase orders; you are responsible for the end-to-end acquisition of high-spec structural steel, specialized marine equipment, and critical sub-contracted services required to build across the Ottawa River. You will navigate the delicate balance of Buy Canada requirements, Indigenous procurement targets, and the stringent technical specifications of both Ontario and Quebec transportation ministries, ensuring that every bolt and beam arrives on-site on time, on budget, and in full compliance.

What you’ll be doing
Strategic Sourcing & Procurement -
  • Lead strategic sourcing activities to identify and qualify global and local suppliers for specialized bridge construction components, including stay cables, expansion joints, and precast segments.
  • Source low-carbon cement, recycled steel, and other sustainable materials to support ESG objectives and client green procurement requirements.
Contract Management & Regulatory Compliance -
  • Lead the drafting and negotiation of high-value subcontracts and purchase orders, including management of liquidated damages and force majeure provisions.
  • Ensure procurement activities comply with the Ontario–Quebec Trade and Cooperation Agreement, LCOP, AMP, and other applicable procurement regulations.
Logistics & Stakeholder Coordination -
  • Manage the logistics and transportation of oversized and overweight bridge components, including coordination of permits and approvals with provincial transportation authorities.
  • Act as the primary liaison between French-speaking suppliers and fabricators in Quebec and English-speaking engineering teams, stakeholders, and project partners in Ontario.
What we are looking for
  • Bachelor’s degree in Civil Engineering, Business Administration, or Supply Chain Management.
  • Familiar with the Buy Canada Policy Framework and Federal Procurement Process.
  • 5+ years in procurement, specifically within Heavy Civil/Infrastructure. Proven experience managing projects involving both Ontario and Quebec jurisdictions.
  • Fluency in French and English is required for reviewing legal contracts and conducting negotiations in both provinces.
  • Technical Knowledge: Deep understanding of CCDC contracts and custom MTQ/MTO contract forms.
  • Proficiency in SAP Ariba and Procore.
  • Experience with Incoterms 2020 for international sourcing.
