POSITION SUMMARY:
The Clinical Manager in the Forensic Psychiatry Program is an innovative, self-directed, results-oriented professional who demonstrates a creative and collaborative management style. They provide leadership to assigned areas of responsibility, which include:
- Inpatient Forensic Psychiatry Assessment Unit: Receives individuals ordered by the Court for assessments of fitness to stand trial and/or criminal responsibility. Patients have committed offenses contrary to the Criminal Code of Canada and are 'in custody' during the Court-ordered assessment (usually 30, 60, or 90 days). Patients are often treatment naïve or have lacked appropriate treatment prior to admission. The Manager ensures containment, public safety, risk minimization, and oversees the legal processes.
- Inpatient Rehabilitation Forensic Units: Receives patients from the Court, Jails, Detention Centres, or the Ontario Review Board (ORB) who are found not Criminally Responsible (NCR) due to mental illness or Unfit to Stand Trial. Patients are under ORB orders, often pose significant risks, and require secure environments. The Manager ensures safety, risk management, and legal process oversight.
- ORB Community: An outpatient service providing care to up to 120 high-risk outpatients living in the community under specific ORB conditions.
- Outreach Services: Includes alternate care pathways (OTN services), clinics for concurrent disorders, risk and aggression, sexual behaviors, and medical-legal issues. The Nurse Manager oversees an innovative traditional housing project for forensic patients in partnership with a community agency.
The Clinical Manager is responsible for managing human and fiscal resources, integrating quality and safety initiatives, participating in strategic planning, program development, and quality monitoring. They promote standards and best practices, provide leadership to staff and patients, and ensure professional service excellence. The Manager reports to the Clinical Director, Forensic Psychiatry Program, and is accountable for staff hiring, management, and financial oversight of assigned units. They also facilitate educational and research activities in collaboration with the Nurse Educator and Research Coordinator. As part of a Provincial Program, the Manager participates in provincial projects and initiatives.
QUALIFICATIONS:
- Bachelor's Degree in a health-related discipline (required)
- Master's Degree in Health Administration or related field (preferred)
- Current registration in a regulated health profession such as Nursing (required)
- Minimum 3 years of progressive leadership in mental health/addictions or forensic mental health
- Knowledge of mental health/addictions and forensic systems, and care of persons with mental illness and addictions
- Commitment to recovery principles
- Innovative clinical service delivery skills
- Excellent team building, mentoring, and coaching skills
- Strong leadership with ability to implement evidence-based processes for clinical excellence
- Skills to minimize risk, enhance safety, and meet utilization benchmarks
- Knowledge of the Mental Health Act, Criminal Code, and relevant legislation
- Ability to foster positive relationships within the hospital and community
- Excellent communication, organization, and interpersonal skills
