Duties

• Develops, implements and manages aviation safety oversight plans (including assessments, validations, audits and inspections) for individuals, enterprises, organizations and Minister’s delegates.
• Exercises Ministerial delegation of authority under the Aeronautics Act and the Canadian Aviation Regulations (CAR’s), and manages the oversight of Ministerial delegation to others.
• Manages the research, identification, assessment and documentation of risks to safety, and recommends and implements potential risk management solutions and approaches.
• As a subject matter expert in flight operations, communicates with individuals, including Accountable Executives, senior managers and representatives of enterprises and other organizations on all aspects of the Civil Aviation safety oversight program.
• Identifies cross-functional issues of interest to other internal and external stakeholders and engages subject matter experts from a variety of areas regionally, nationally and internationally to deliver the Civil Aviation oversight program.
• Oversees the horizontal integration of the Civil Aviation safety oversight program, managed holistically through multi-disciplinary teams within a matrix management model.
• Influences, integrates and promotes governmental, departmental and Civil Aviation key priorities, commitments and initiatives across technical specialties.
• Maintains pilot qualifications for operational duties; and maintains Professional Aviation Currency by flying Transport Canada and industry aircraft and/or through simulator programs.

Information you must provide
In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:
• A secondary school diploma (high school) OR an acceptable combination of education, training and/or experience.

OCCUPATIONAL CERTIFICATION:
• Possession of a Restricted Radio-Telephone Operator Certificate (endorsed Aeronautical).

Possession of at least one of the following:
• Canadian Airline Transport Pilot Licence - Aeroplane Category with a Group 1 Instrument Rating that meets all applicable currency requirements, including a valid category 1 medical, to be able to exercise the privileges of the licence.

• Canadian Commercial Pilot Licence - Helicopter Category with a Group IV Instrument Rating that meets all applicable currency requirements, including a valid category 1 medical, to be able to exercise the privileges of the licence.

EXPERIENCE:
• Recent and significant experience as a pilot with a commercial Air Operator (Canadian Aviation Regulations Part 7 Operator or foreign equivalent), Canadian Private Operator (Canadian Aviation Regulations 604), Canadian Flight Training Unit or in the Canadian Military.

• Total of 2,500 hours flight time, which includes 1,000 hours as pilot-in-command of which 500 hours is in multi-engine aeroplanes OR Total of 2,500 hours flight time, which includes 1,000 hours as pilot-in-command of which 500 hours is in medium or heavy category helicopters.

Conditions of employment

• Willing and able to travel to regional, national (generally annually) and international destinations (rarely).
• Willing and able to travel via all modes of transportation to remote and/or isolated locations.
• Willing and able to work in an environment with potential hazards (i.e. noise, fumes, hazards) while equipped with appropriate protective equipment.
• Willing and able to occasionally work overtime outside core business hours (evenings or weekend), generally planned in advance at mutually acceptable times.
• Secret security clearance.
• Possession of a valid motor vehicle driver’s license.
• Must possess a valid Passport for international travel.
• Must hold and maintain a Canadian Airline Transport Pilot Licence that meets all applicable currency requirements to be able to exercise the privileges of the licence or a Canadian Commercial Pilot Licence - Helicopter Category with a Group IV Instrument Rating that meets all applicable currency requirements to be able to exercise the privileges of the licence, as applicable.
