The City of Iqaluit is seeking a City Planner to guide growth, land use planning, and development within Iqaluit. You will review planning applications, conduct policy analysis, engage with the public, and ensure development aligns with municipal plans and bylaws.

Opportunity Overview

The City Planner plays a key role in guiding responsible community growth, land use planning, and development within the City of Iqaluit. Reporting to the Director of Planning and Development, this position supports the review and administration of planning applications, conducts research and policy analysis, engages with the public and stakeholders, and helps ensure development aligns with municipal plans, bylaws, and community priorities. This is an exciting opportunity for a planning professional who is passionate about sustainable development, community engagement, and shaping the future of a growing northern municipality.

Compensation Snapshot
  • Hourly Rate: $51.71 per hour
  • Hours of Work: 40 hours per week
  • Settlement Allowance: $20,907.44 per year
  • Status: Full-Time Permanent
  • Union Status: Union
Key Responsibilities
  • Review and administer development permits, variances, subdivisions, zoning bylaw amendments, business licence applications, and other planning-related submissions.
  • Conduct planning research, analysis, and policy development to support municipal land use planning and community growth initiatives.
  • Prepare reports, recommendations, bylaws, permits, notices, maps, and presentation materials for Council, committees, and public meetings.
  • Coordinate public consultation activities, workshops, and community outreach programs related to land use and development matters.
  • Perform site inspections, maintain development records and statistics, and provide professional guidance to applicants, residents, and stakeholders.
  • Manage consultants, administer service contracts, and collaborate with internal departments to support implementation of the General Plan and Zoning Bylaw.
Qualifications
  • University degree in Urban and Regional Planning or a related discipline. Membership with the Canadian Institute of Planners (CIP) and/or APPI, or eligibility for membership, is preferred.
  • Minimum five (5) years of progressive experience in planning, land use, development review, or a related field.
  • Strong knowledge of municipal planning principles, land use regulations, policy development, and community engagement practices.
  • Experience using GIS, AutoCAD, Microsoft Office, and other planning-related software applications.
  • Understanding of territorial legislation, Nunavut's land ownership system, the Nunavut Land Claims Agreement, and northern planning issues is considered a strong asset.
  • Excellent written and verbal communication skills, a valid Class 5 driver's licence, and the ability to build productive relationships with the public, consultants, and government stakeholders. Indigenous language skills are an asset.

As per Article 23 of the Nunavut Land Claims Agreement, priority will be given to Nunavut Land Claim Beneficiaries who meet the criteria.
