Affinity is seeking a Chief Courts Information Officer to lead information management, IT, and digital services for the Courts. The CCIO will ensure systems and investments support judicial independence, court administration, access to justice, efficiency, privacy, and security.

The role requires advanced cybersecurity and information governance expertise, stakeholder engagement, and on-site leadership across the judiciary.

Qualifications

  • Education or training in computer science, IT, cybersecurity or related field.
  • Significant work experience (5+ years) in IT and information governance with focus on cybersecurity and records retention.
  • Strong understanding of legal and regulatory requirements for information management, cybersecurity, and records retention.
  • Excellent communication and interpersonal skills to work with stakeholders at all levels.
  • Strong analytical and problem-solving skills for digital legal work environments.
  • Experience conducting IT and information security research and providing senior-level advisories.
  • Ability to prepare written opinions, memoranda and reports.
  • Understanding of judicial independence and discretion in administration of justice.
  • Planning and organizational skills to meet targets and priorities.
  • Experience with MS Office and online legal research; familiarity with JUDICLOUD and/or PowerBI is a plus.
  • Stakeholder engagement and representation at inter-jurisdictional forums.

On behalf of our public-sector client, Affinity is seeking a Chief Courts Information Officer to be accountable for the strategic leadership, governance, and delivery of information management (IM), information technology (IT), and digital services for the Courts. The CCIO ensures that court information systems, digital services, and technology investments support judicial independence, court administration, access to justice, operational efficiency, privacy, and security.

The CCIO ensures that court information systems, digital services, and technology investments support judicial independence, court administration, access to justice, operational efficiency, privacy, and security.

Responsibilities
  • Develop and implement information management strategies and polices to ensure the secure and efficient handling of Court information.
  • Project management, change management and strategic planning processes for the effective delivery and management of both short and long-term information technology goals set by the judiciary.
  • Represent the interests of the judiciary recognizing judicial independence in their day-today operations of and/or projects involving implementing and/or updating software, databases and digital tools used by the judiciary or involving judicial data and court information.
  • Must operate with full confidence of the Chief Justices and the Chief Judge, be discreet as required and understand the highly confidential and sensitive nature of the work that they perform.
  • The Chief Court Information Officer (“CCIO”) must have the ability to work cooperatively and harmoniously with all members of the judiciary and both senior and front-line court administration staff, as we as internal and external stakeholders.
  • Lead the modernization of court information systems, including case management, e-filing, digital evidence, and courtroom technology.
Qualifications
  • Education and/or training involving computer science, information technology, cyber security or related field.
  • Significant work experience, preferably 5 years or more, in information technology and information governance, with a focus on cybersecurity and records retention.
  • Strong understanding of legal and regulatory requirements related to information management, cybersecurity, and records retention.
  • Excellent communication and interpersonal skills, with the ability to work effectively with stakeholders at all levels of the organization.
  • Strong analytical and problem-solving skills, with the ability to develop and implement effective information management strategies for an increasingly digital legal work environment.
  • Extensive experience conducting IT and information security research and providing advice and opinions, preferably at a senior executive level.
  • Demonstrated ability to prepare written opinions, memoranda and reports.
  • The incumbent must have a superior understanding of the principles of judicial independence and possess strong political acumen and experience in the application of discretion and diplomacy to ensure positive outcomes and confidence in the administration of justice.
  • Well-developed planning and organizational skills in order to accomplish the position’s responsibilities and meet target dates and set priorities.
  • Experience using MS Office, including Word, Excel, PowerPoint, Visio and Outlook and online legal research databases which may be used by the judiciary. Familiarity with JUDICLOUD (federally appointed judges email network) and/or PowerBI is considered an asset.
  • Stakeholder engagement - Build effective relationships with the judiciary, court administrators, justice partners, central government IT organizations, and external stakeholders.
  • Represent the Courts on inter jurisdictional, justice sector, and government technology forums, as required.
  • Communicate complex technical concepts clearly to non-technical audiences.
  • On-site attendance is a mandatory requirement for this role.
  • Must be able to provide a satisfactory criminal record check and security clearance.
  • The Resource will be required to execute a Non-Disclosure Agreement (NDA) and maintain strict confidentiality with respect to all information obtained or accessed in the course of performing the Services.
  • Relevant certifications such as the Certified Information Systems Security Professional (CISSP)
  • A law degree from an accredited university or college recognized in Manitoba.
