In line with Questrade’s mission to ensure Canadians can take more control over their financial wellbeing, the organization is preparing its subsidiary, Community Trust, for its evolution and expansion in the Canadian retail banking sector — incorporating a Schedule 1 chartered bank subsidiary, Quest Bank. Currently, Community Trust is a privately held Canadian company offering a wide range of financial and trustee services to individuals and corporate entities across Canada.

We’re looking for our next Chief Compliance Officer (CCO) . Could it be you?

Reporting to the Chief Compliance Officer, QFG, the CCO is responsible for designing, implementing, and overseeing systems and processes that ensure the FRFI’s compliance with all applicable laws, regulations, industry standards, and internal policies; including overseeing financial services-related regulatory requirements and general regulatory obligations as a business entity and employer. The CCO manages key compliance programs, including Anti-Money Laundering and Terrorist Financing (AML-ATF), Privacy, Customer Complaints Resolution, and Code of Conduct initiatives. This role is responsible for both the Bank and its FRFI subsidiaries. The incumbent will also hold the position of Chief Privacy Officer (CPrO).

Responsibilities include but are not limited to :

  • Developing, maintaining, and managing a Regulatory Compliance Management (RCM) regime, including monitoring, testing, risk assessment, regulatory change management, issues tracking & resolution, and training.
  • Ensuring all control procedures are entered into the Resolver system promptly, maintaining audit readiness and regulatory reporting preparedness.
  • Preparing quarterly reports for the Governance and Conduct Review Committee (“GCRC”) and the Board of Directors, highlighting material information, issues, and examination results.
  • Developing, documenting, and implementing policies and procedures in compliance with laws and regulations, and obtaining approvals from the Compliance Committee, GCRC, and the Board.

Providing compliance oversight and escalating significant issues appropriately.

  • Delivering compliance training and communication to staff to ensure understanding and adherence to regulation and policies, including Privacy, RCM, AML regulations, and others from regulators like OSFI, FCAC, and FINTRAC.
  • Reviewing marketing materials for accuracy and compliance, and coordinating with regulators and auditors during reviews and audits.
  • Acting as the primary liaison with regulatory bodies, responding to inquiries, audits, and examinations, and staying updated on regulatory changes.
  • Ensuring timely and accurate regulatory filings and disclosures.
  • Promoting a strong compliance culture and recommending corrective actions for compliance gaps.
  • Guiding departments on regulatory matters and supporting new product development with compliance considerations.
  • Investigating violations and recommending disciplinary actions if necessary.
  • Supporting project teams in developing bank frameworks for operational readiness.

Additional areas include :

  • Overseeing AML / ATF compliance activities and reports.
  • Maintaining and overseeing the privacy program and data breach response plans.
  • Providing leadership within the compliance team, fostering professional growth, and participating in industry committees.

Qualifications :

  • 12-15 years of compliance experience, including 5 years as an executive leader overseeing a medium-sized team.
  • At least 7 years in a senior compliance role.
  • University degree in business, finance, economics, or related field.
  • Deep understanding of Canadian banking regulations and guidelines (e.g., OSFI, FINTRAC, FCAC, Bank Act, AML / ATF, PIPEDA, CFPOA).
  • Excellent communication skills for senior management and Board reporting.
  • Proven ability to drive change and process improvements in a fast-paced environment.
  • Strong influencing skills and a passion for regulatory compliance and consumer protection.

Additional assets :

  • Professional designation in compliance / AML is an asset.
