We are currently seeking a Health, Safety, and Environment (HSE) Manager to join our management team at the Montreal site. This is an excellent opportunity for someone eager to leverage their expertise and take on challenges within a growing pharmaceutical manufacturing company.

Position: HSE Manager

Position Scope

The HSE Manager plays a strategic role in developing, implementing, and managing policies and programs to ensure a safe and compliant work environment. The HSE team directly influences organizational behavior regarding HSE and contributes to the company's safety culture. Their expertise in risk management, regulatory compliance, and continuous improvement is vital to protect employees, the environment, and ensure operational sustainability.

Responsibilities and Tasks

  • Developing and implementing HSE strategies and initiatives: Design, implement, and execute health, safety, and environmental policies and procedures tailored to the site, providing practical advice, risk assessments, prioritized action plans, and monitoring efforts.
  • Regulatory compliance, safety, and environmental management: Ensure ongoing compliance with environmental and safety regulations, maintaining up-to-date knowledge of applicable requirements. Ensure adherence to local, national, and corporate regulations (CNESST, OSHA, ISO 13485, GMP, FDA, Health Canada). Evaluate and validate modifications to the site (new equipment, infrastructure, processes) against HSE requirements.
  • Audits and inspections: Lead preparation and management of internal and external audits, including regulatory, environmental, and insurance audits.
  • Risk prevention and incident management: Implement prevention programs to reduce industrial and environmental risks (chemical exposure, handling, fit testing, noise, etc.). Oversee incident, accident, and occupational disease investigations, including root cause analysis (RCA), corrective and preventive actions (CAPA), and return-to-work procedures. Develop and lead a behavioral safety program to strengthen safety culture. Manage high-risk work permits (lockout/tagout, working at heights, confined spaces). Recommend improvements to optimize HSE performance and ensure compliance.
  • Environmental management and sustainable development: Oversee waste management, emissions, and discharges to ensure environmental compliance. Implement environmental improvement projects (carbon footprint reduction, energy savings, recycling initiatives). Manage risks related to chemicals and industrial components on site.
  • Meetings and committees: Participate actively in Operations team meetings, health and safety committees, HSE meetings, and internal audits. Manage and develop the HSE team, including specialist and generalist roles.
  • Training, engagement, and leadership in HSE: Develop and deliver tailored HSE training. Coach and support management and supervisors to ensure safety remains a managerial responsibility. Develop communication initiatives to raise awareness and employee accountability.
  • Monitoring and continuous improvement: Define and track HSE performance indicators. Provide active leadership on the ground, participating in operations and improvement initiatives. Lead ergonomics initiatives to reduce musculoskeletal risks associated with repetitive tasks and handling.

Skills and Qualifications

  • Bachelor’s degree in engineering, industrial safety/hygiene, or related fields.
  • Minimum 5 to 10 years of HSE management experience in a regulated manufacturing environment, ideally pharmaceutical, cosmetic, or food.
  • Experience managing a team of HSE professionals.
  • Extensive knowledge of health, safety, environmental systems, and compliance (chemical management, confined spaces, radiation, lasers, hearing protection, industrial hygiene, permits, machine safety – LOTO, working at heights, BBS, PPE, wastewater, waste disposal, etc.).
  • Ability to work under pressure and manage multiple priorities.
  • Deep understanding of building management systems.
  • Strong analytical and problem-solving skills.
  • Collaborative mindset and results-oriented approach.
  • Excellent oral and written communication skills.
  • Fluent in French and English, with the ability to communicate and influence local and international stakeholders.
  • Ability to make well-informed decisions in routine and emergency situations.
  • Strong organizational, analytical, and priority management skills.
