The Change Manager is a key member of the Commercial Team on a major Progressive Design‑Build (PDB) transit infrastructure project. This role is responsible for managing the change control process, ensuring that scope, design, cost, and schedule impacts are identified, evaluated, and communicated in a transparent and collaborative manner to support effective project delivery.

About The Role

The Change Manager is a key member of the Commercial Team on a major Progressive Design‑Build (PDB) transit infrastructure project, responsible for implementing and managing the change control process in a collaborative, transparent environment. This role ensures that scope changes, design refinements, and commercial impacts are identified, assessed, documented, and communicated effectively to maintain cost and schedule integrity while supporting the progressive development of design and cost estimates. The Change Manager acts as a critical interface between project delivery teams, client representatives, and commercial leadership, fostering trust and alignment throughout the project lifecycle.

Key Responsibilities
  • Implement and maintain the Change Management Plan aligned with PDB principles and client governance requirements.
  • Ensure all changes are logged, tracked, and processed through formal approval workflows while maintaining transparency and collaboration.
  • Provide guidance to project teams on change management best practices and ensure consistent application across departments.
  • Work closely with design, construction, and procurement teams to identify potential changes early in the progressive design phase.
  • Analyze scope, cost, and schedule impacts; prepare Change Impact Assessments and recommendations for internal and client review.
  • Support pricing of changes using open‑book principles, including labor, materials, equipment, and indirect costs.
  • Coordinate with estimators and planners to validate cost and schedule implications for proposed changes, ensuring alignment with the Target Price Agreement (TPA) development process.
  • Act as a trusted advisor to the client on change‑related matters, ensuring transparency and alignment with project objectives.
  • Facilitate joint change review sessions with client representatives to maintain collaborative decision‑making.
  • Communicate change status, impacts, and approvals clearly and proactively, building confidence in the process.
  • Prepare Change Notices, Variation Proposals, and supporting documentation for submission to the client.
  • Maintain accurate records in the change management system; produce weekly/monthly change logs and dashboards for senior leadership and client reporting.
  • Identify risks associated with changes and propose mitigation strategies.
  • Highlight opportunities for value engineering or scope optimization to reduce cost or improve schedule performance.
  • Ensure adherence to contractual change provisions, client governance requirements, and project procedures.
  • Support audits and reviews related to change management processes.
Qualifications & Experience
  • Education: Degree in Quantity Surveying, Construction Management, Engineering, or related field.
  • Experience: 5–8+ years in commercial/change management roles on large infrastructure projects, preferably transit or rail.
  • Technical Skills: Strong understanding of Progressive Design‑Build contracts, cost control, scheduling, and risk management.
  • Tools: Proficiency in:
    • Autodesk Construction Cloud (document control and collaboration)
    • Oracle Unifier (change management and cost control)
    • Primavera P6 (schedule analysis)
    • SAP (financial and procurement integration)
    • Microsoft Office Suite (namely Word, Excel, PowerPoint, PowerBI, Visio)
  • Soft Skills: Excellent communication, negotiation, and stakeholder management skills.
