Job summary

We are seeking a Site Health and Safety Manager to lead the implementation and enforcement of site‑specific health and safety requirements across active construction areas. About the Role

In this role, you will be responsible for implementing and maintaining the ACL Health and Safety Management System (HSMS), ensuring compliance with OHSA and Regulation 213/91, applicable CSA standards, COR, and client‑specific requirements. You will provide hands‑on safety leadership across site and yard environments, proactively identifying and mitigating risks, verifying critical controls, and promoting a strong safety culture. Acting as the primary authority for day‑to‑day health and safety performance, you will lead incident response, conduct training and audits, engage contractors, and support worker consultation to ensure safety excellence across the project.

Key Responsibilities
Program Implementation & Compliance
  • Implement and enforce site‑level safety programs, Safe Work Practices, and permit systems.
  • Ensure compliance with OHSA, Regulation 213/91, applicable CSA standards, and client‑specific safety requirements.
  • Maintain registers of legal and other requirements, conduct gap assessments, and ensure regulatory updates are reflected in site practices.
  • Align site safety activities with client assurance frameworks and expectations.
Training & Competency
  • Deliver and coordinate site safety orientations, training, and task‑specific competency requirements.
  • Ensure completion and verification of specialised training (e.g., confined space, electrical safety, lockout/tagout, hoisting and rigging).
  • Lead toolbox talks, safety stand‑downs, and targeted safety campaigns addressing seasonal and high‑risk activities.
  • Verify subcontractor onboarding, training records, and competency compliance.
Inspections, Audits & Hazard Control
  • Lead site inspections, behaviour‑based observations, and critical control verifications.
  • Support internal and external audits (COR, client) and maintain audit readiness.
  • Track and close safety deficiencies through Procore, ensuring timely and effective resolution.
  • Verify effective control of high‑risk hazards, including fall protection, energy isolation, excavation, ventilation, and mobile equipment.
  • Ensure hazardous work permits are properly implemented and followed.
Incident Prevention, Response & Investigation
  • Lead site‑level incident response, including medical events, evacuations, and regulatory notifications.
  • Conduct incident and near‑miss investigations using root cause analysis methodologies and implement corrective actions.
  • Maintain incident and near‑miss records and proactively identify trends to prevent recurrence.
  • Support emergency preparedness drills and updates to emergency response procedures.
Contractor & Subcontractor Management
  • Onboard contractors and subcontractors to health and safety requirements and review their safety plans and procedures.
  • Verify contractor hazard assessments, risk controls, and training documentation.
  • Conduct joint inspections and promote consistent application of safety standards across all contractors.
Engagement & Safety Culture
  • Engage directly with workers, supervisors, and subcontractor representatives to coach and reinforce safe work behaviours.
  • Chair or support Joint Health and Safety Committee (JHSC) meetings and worker safety forums.
  • Promote positive safety behaviours, worker participation, and open hazard reporting.
  • Deliver safety communications, lessons learned, lunch‑and‑learn sessions, and safety stand‑downs.
  • Foster a respectful, inclusive, and psychologically safe work environment.
Data & Reporting
  • Maintain accurate and up‑to‑date site safety documentation and records.
  • Prepare and submit weekly and monthly safety metrics and performance reports.
  • Contribute to project‑wide health and safety reporting, including leading and lagging indicators and hazard trends.
  • Respond to client comments and requirements related to safety documentation, work plans, incident investigations, and contractor site‑specific safety manuals.
Qualifications
Education & Certifications
  • Diploma or degree in Occupational Health & Safety or a related discipline or relevant construction safety experience.
  • Professional designation such as CRSP, CMIOSH, or CSP preferred.
  • Joint Health and Safety Committee (JHSC) certification, Part 1 and Part 2.
Experience
  • Minimum of 3‑5 years of health and safety experience in construction or infrastructure environments.
  • Proven experience leading health and safety programs on complex, high‑risk sites with multiple subcontractors.
  • Demonstrated success implementing and maintaining COR program.
  • Experience working within client‑driven assurance frameworks and overseeing subcontractor safety performance.
Technical Knowledge
  • Strong working knowledge of OHSA, Regulation 213/91, and applicable CSA standards, including the Z1000 series, Z247, Z259, and Z462.
  • Experience with high‑risk construction activities such as traffic control, hoisting and rigging, lockout/tagout, confined space, and environmental interfaces.
  • Proficiency in risk assessment, critical control verification, and corrective and preventive action.
  • Comfortable using learning management systems, document control platforms, and reporting tools (e.g., Excel, Procore, Smartsheet, or equivalent).
