Position Overview
Our client is seeking an experiencedSenior Change Management Consultantto lead and support large-scale, enterprise-level transformational initiatives within a complex, multi-stakeholder environment.
The successful candidate will bring extensive expertise in developing and executing change management strategies, driving stakeholder engagement, minimizing resistance, and supporting successful adoption of business and technology transformation initiatives. This role requires a strategic, hands‑on change leader with the ability to work effectively with senior executives, business leaders, technical teams, ministries, clusters, and governance bodies.
The consultant will play a critical role in establishing change management frameworks, developing multi-year change roadmaps, conducting stakeholder and organizational readiness assessments, and implementing communication, training, sponsorship, and resistance management strategies.
Key Responsibilities
- Lead and execute comprehensive change management strategies for large-scale, enterprise-level and multi-ministry transformation initiatives.
- Develop and implement structured change management plans, frameworks, methodologies, and tools aligned with enterprise IT and organizational objectives.
- Create and executemulti-year change management roadmapsfor business stakeholders and transformational initiatives.
- Conduct stakeholder identification, impact assessments, organizational readiness assessments, and change risk evaluations.
- Identify potential people-side risks, resistance points, and adoption barriers, and develop mitigation strategies.
- Partner with senior leaders, project managers, business analysts, process improvement specialists, communications teams, training specialists, and other stakeholders to integrate change management practices throughout the project lifecycle.
- Act as an active and visible coach to executives, leaders, sponsors, and change champions.
- Develop comprehensive communication strategies and plans, including executive communications, presentations, newsletters, FAQs, briefing materials, and other stakeholder-facing content.
- Facilitate workshops, stakeholder briefings, leadership sessions, and training programs.
- Build trust, consensus, and alignment among diverse technical and non-technical stakeholders.
- Clearly articulate complex changes and transformation objectives in a compelling and understandable manner for impacted audiences.
- Develop sponsor roadmaps, stakeholder engagement strategies, training plans, and resistance management approaches.
- Support digital transformation and enterprise platform onboarding initiatives.
- Define and administer performance measures, KPIs, adoption metrics, utilization measures, and proficiency indicators to assess change effectiveness.
- Monitor change adoption and provide recommendations to improve stakeholder engagement and implementation outcomes.
- Support complex governance structures and executive approval processes.
- Conduct post-implementation reviews and lessons-learned activities to support continuous improvement.
- Develop strategies to embed and institutionalize change, including knowledge transfer, performance management, and continuous improvement practices.
- Ensure stakeholders are actively engaged, consulted, and appropriately informed throughout the change lifecycle.

3. Governance, Performance Measurement and Public Sector Experience
- Experience working within complex, multi-organizational governance structures.
- Experience supporting executive governance and approval processes.
- Demonstrated ability to develop KPIs, performance measures, and success metrics to assess change effectiveness.
- Experience monitoring adoption, utilization, and proficiency associated with organizational changes.
- Ability to conduct post-implementation reviews and document lessons learned.
- Experience supporting continuous improvement initiatives.
- Familiarity with theOntario Public Service (OPS)or similar government/public sector environments.
- Understanding of regulatory compliance and public-sector service delivery contexts.
