Job Description
Develops and maintains an effective internal control framework for Capital Stress Testing. Defines governance implementation, management, and monitoring methods in Capital Risk Management. The governance framework includes policies, guidelines, and programs to promote transparency, accuracy, and consistency across groups. Applies specialized knowledge of risk management, regulatory compliance, and internal controls related to business processes and information.
- Acts as a trusted advisor to assigned business/group.
- Influences and negotiates to achieve business objectives.
- Guides/assists in issue identification and classification; recommends action plans.
- Recommends and implements solutions based on analysis of issues and business implications.
- Assists in developing strategic plans.
- Identifies emerging issues and trends to inform decision-making.
- Researches existing or emerging requirements & best practices; develops recommendations for changes/enhancements.
- Helps determine business priorities and sequencing for strategy execution.
- Conducts independent analysis to resolve strategic issues.
- Leads development and maintenance of the internal controls governance system and framework.
- Ensures stakeholder alignment.
- Represents the governance program during audits and examinations.
- Coordinates database management, ensuring data alignment with governance standards.
- Builds change management plans; leads or participates in change activities.
- Defines communication plans to influence or change behavior; develops messaging and channels.
- Monitors, measures, and reports on the governance framework's status.
- Manages governance meetings and maintains oversight guidelines.
- Supports other regulatory requirements as needed.
- Provides input for operational programs supporting the risk framework.
- Designs and manages core business processes.
- Develops governance solutions aligned with business strategy and stakeholder needs.
- Advises on control framework implementation, including effective challenge.
- Performs control design testing to ensure risk mitigation.
- Reviews processes for risk mitigation opportunities; proposes controls.
- Identifies corrective actions and escalates as necessary.
- Coordinates oversight activities, including reporting and training.
- Improves control measurement and reporting with stakeholders.
- Interprets regulations and assesses impacts on governance frameworks.
- Develops knowledge of business and risk management requirements; monitors legislative directives.
- Builds relationships with stakeholders.
- Analyzes data for insights and recommendations.
- Documents control systems, processes, and frameworks.
- Develops tools and checklists to address gaps and requirements.
- Tracks performance and addresses issues.
- Primarily focuses on business within BMO, with potential enterprise-wide scope.
- Provides specialized consulting and technical support.
- Uses judgment to diagnose and solve problems within rules.
- Works independently on non-routine situations.
- Additional responsibilities may be assigned as needed.
Qualifications:
- Typically 5-7 years of relevant experience and post-secondary degree or equivalent.
- Experience in risk management, audit, compliance, governance, or project management preferred.
- Deep knowledge of business and regulatory environment.
- Experience with risk policy frameworks like SOX 404, COBIT, COSO.
- Strong communication, collaboration, analytical, and influence skills.
- Data-driven decision-making expertise.
