Job Description Summary

The Canada Senior Licensing Specialist, Regulatory Affairs, based in Canada, will undertake various technical licensing activities in Canada, including new reactor licensing for the BWRX-300 Advanced Nuclear Project, support for operating fleet licensing, customer plant support on GE Hitachi (GEH) nuclear methods, and collaboration with GEH Engineering and Regulatory Affairs teams on major projects related to Instrumentation and Controls (I&C).

Essential Responsibilities:

As the Senior Canada Licensing Engineer, Regulatory Affairs, your responsibilities will include:

  • Participating under the guidance of the Canadian Technical Leader, Regulatory Affairs, in tasks related to the nuclear regulatory review process with the Canadian Nuclear Safety Commission (CNSC) concerning I&C.
  • Supporting the preparation and submission of safety analysis reports (PSAR, POSAR, FSAR) and other licensing documentation for the BWRX-300 in accordance with CNSC regulations and guidelines, with input from the GEH BWRX-300 Project Team.
  • Assisting in the development and delivery of technical and licensing presentations to CNSC staff regarding BWRX-300 license applications and coordinating responses to inquiries from customers or regulators related to I&C.
  • Preparing and reviewing responses to questions from CNSC, NRC, other regulators, customers, and stakeholders.
  • Attending and coordinating meetings with CNSC, NRC, other international regulators, customers, and stakeholders concerning the BWRX-300 project.

Required Qualifications:

  • Bachelor's Degree in science or engineering from an accredited university or college, with at least 7 years of relevant professional experience, or a Master's degree.
  • At least 7 years of experience in nuclear I&C applications, including familiarity with CNSC regulatory documents and Canadian Standards Association (CSA) Standards.
  • Minimum of 7 years of experience managing complex projects and providing regulatory guidance and feedback.

Eligibility Requirements:

  • Remote work is possible; if working onsite, two days per week at the GEH office in Markham, ON.
  • Legal authorization to work in Canada is required.

Knowledge Requirements

  • Understanding of regulatory guidance applicable to I&C systems in Canada and the U.S., including REGDOC-2.5.2, NRC NUREG 0800, and other relevant standards and guides.
  • Knowledge of industry I&C standards endorsed by NRC and international standards.
  • Familiarity with the NRC review process for I&C systems and related industry guidance.
  • Understanding of cybersecurity regulations for nuclear reactors, digital I&C design principles, and specific knowledge of BWRX-300 I&C systems and digital technologies like NUMAC 2.0 and Mark Vie.

Desired Knowledge:

  • Knowledge of IAEA and WNA reports related to nuclear I&C systems, safety software, and digital modernization challenges.

Skills

  • Clear and concise written communication using plain language.
  • Effective interpersonal skills and ability to prepare technical documents.
  • Ability to construct persuasive safety cases based on claims, arguments, and evidence.
  • Understanding engineering documents to establish regulatory claims and arguments.
  • Developing counterarguments to support regulatory positions.
  • Good verbal communication skills for stakeholder engagement.

Desired Characteristics:

  • Experience in Regulatory Affairs management or large engineering projects.
  • Proven effectiveness in working with nuclear regulators and international licensing.
