Reports To : Associate Director, Facilities & Building Operations
Primary Purpose
Under the general guidance of the Associate Director, Facilities & Building Operations, the Campus Safety & Security Specialist administers various university programs to ensure a safe and secure learning and work environment for students, faculty, staff, and visitors at UCW. The specialist executes the following key programs : campus security, emergency planning-preparedness & management, and occupational health and safety, ensuring compliance with applicable legislation and internal policies.
Through coordination of a contracted security workforce, the Specialist implements operational procedures and safety initiatives to promote a welcoming campus environment while protecting people, property, and university assets. The role supports the development and execution of health and safety programs, conducts incident investigations, facilitates threat assessments, coordinates internal safety communications, and oversees the use of campus security technologies and reporting systems.
The Specialist helps establish proactive safety protocols, responds promptly to calls for service, conducts visible campus patrols, secures university facilities, and engages regularly with students, staff, faculty, and visitors to foster a culture of safety and awareness. Working with a high level of independence and responsibility, the Specialist executes day-to-day campus safety and security operations and serves as a subject matter resource for internal and external stakeholders.
Specific Responsibilities
The Campus Safety & Security Specialist will, at various times, be responsible for the following as well as other related duties as assigned to support UCW's business objectives, mission, and purpose :
Health & Safety Program
- Implement and support Occupational Health & Safety (OHS) programs, ensuring compliance with WorkSafeBC and other relevant legislation.
- Conduct risk assessments, safety inspections, and hazard identification across campus.
- Investigate accidents, incidents, and near misses, ensuring root cause analysis and corrective actions are completed.
- Participate in and help facilitate Joint Occupational Health & Safety (JOHS) Committee meetings, training sessions, and preparedness initiatives.
- Manage health & safety mailbox, documentation, policies, and regulatory reporting, including injury claims and return-to-work programs.
- Administer and maintain the campus first-aid program
Security Operations
- Coordinate day-to-day campus security operations, including scheduling, training, and assignment of the security team.
- Respond to and document security-related incidents, including theft, disturbances, and emergencies, ensuring proper investigation and follow-up.
- Participate in and help facilitate the Threat Assessment Team to conduct effective threat assessments
- Operate and maintain security systems, including but not limited to CCTV, Access management, and ID cards.
- Review and analyze security camera footage to support incident investigations and enhance proactive monitoring.
- Ensure regular campus patrols are conducted to deter crime and identify safety / security risks.
- Maintain and enforce health, safety and security policies and support updates in collaboration with leadership.
Emergency Preparedness & Crisis Management
- Implement campus-wide emergency response plans, including evacuation drills and crisis management, response and communication procedures.
- Serve as a key participant in the Crisis Response Team (CRT) by facilitating the development, implementation, and assessment of an effective Emergency Operations Plan (EOP). Conduct, oversee, and evaluate campus emergency response drills, as well as implement the Incident Command System.
- Support the Associate Director of Facilities & Building Operations in crisis management activities.
- Administer the UCW Safe app and coordinate emergency notifications as required.
- Maintain emergency equipment (PPE, AED, first aid supplies, emergency kits) and conduct regular audits, restocking, and ordering.
- Act as primary contact for emergency services, regulatory bodies, and external partners during incidents and inspections.
- Deliver health, safety, and security training to staff, students, and faculty, including orientations, emergency response, and incident management procedures.
- Develop safety and security awareness materials such as newsletters, posters, and digital content to promote a culture of safety and security across campus.
Position Requirements
- In-depth knowledge of OHS legislation, WorkSafeBC regulations, campus security, and best practices.
- Experience with WorkSafeBC reporting, return-to-work programs, and risk management strategies.
- Experience in conducting threat assessments (preferred in the education industry).
- Proficient in managing contracted security teams, incident reporting systems, and access control / CCTV technologies.
- Strong communication and interpersonal skills to effectively engage with students, staff, faculty, and external stakeholders.
- Strong analytical, organizational, and communication skills, with experience in investigations and reporting.
- Comfortable managing multiple responsibilities across different areas of expertise in a fast-paced setting.
- Proficiency with Microsoft Office and incident / security management software.
Education and Experience :
- Certificate, Diploma, or Degree in Occupational Health & Safety, Security Management, or related field.
- Certified Registered Safety Professional (CRSP) designation (or working toward) is preferred.
- 3-5 years of progressive experience in health & safety and / or security management, preferably in an educational or institutional setting.
- Trained in the use of Violence Threat Risk Assessment (VTRA) tools
- Occupational First Aid Level 2 (or higher) required.
- Basic Security Training (BST) license required.

The position will cover 8 hours 5 days / week and schedule may vary from early morning start times and and late evening end time. This position may require after-hours and weekend work.
