Job summary

The City of Martensville is seeking a permanent full-time Bylaw Enforcement Officer to enforce municipal bylaws and applicable legislation. Reporting to the Fire Chief, you will investigate complaints, conduct inspections, and manage cases through to resolution, including court proceedings when required.

The role requires judgement, fairness, and professionalism as a public representative. Rate of pay follows the Local CUPE Agreement and the City thanks all applicants for their interest.

• Receive and investigate complaints; conduct inspections and investigations; assess evidence and determine compliance or enforcement actions.
• Manage files through to resolution, including matters in Provincial Bylaw Court and other hearing or appeal processes.

Job description

The City of Martensville has an opening for a Permanent Full Time Bylaw Enforcement Officer.

Reporting to the Fire Chief, this position is responsible for the professional, fair and consistent enforcement of municipal bylaws of the City of Martensville, pertinent sections of The Cities Act, 2002 and The Planning and Development Act, 2007, as well as applicable Federal and Provincial legislation.

The position independently receives and investigates complaints, conducts inspections and investigations, assesses evidence and circumstances, determines appropriate compliance and enforcement action and manages files through to resolution, including matters proceeding through the Provincial Bylaw Court and other applicable hearing or appeal processes.

This is a stand-alone enforcement position requiring specialized knowledge, accountability, discretion, independence and a high degree of professional judgement. The incumbent must be capable of assessing complex and potentially contentious situations, applying legislation and City bylaws consistently and fairly, determining proportionate enforcement responses and recognizing when consultation, escalation or involvement of another agency is required.

As a highly visible representative of the City, the incumbent's conduct, communication, judgment and interactions with the public directly influence public confidence in the City. The position therefore requires a consistently high standard of professionalism, diplomacy, objectivity, integrity and interpersonal skill in order to protect and uphold the City's reputation and credibility.

Rate of Pay: As per the Local CUPE Agreement.
