Position Summary:

Since 1883, Toronto Public Health (TPH) has been protecting and promoting the health and well-being of all residents across the City of Toronto. The TPH division works to prevent the spread of disease, promote healthy living, and advocate for conditions that improve health for our diverse and growing population of 2.9 million. Reporting to the Board of Health, it monitors the health status of Torontonians to respond to ongoing and emerging health needs and develops policies and practices to enhance health at individual, community, and city levels.

Reporting to the Manager, Information Technology, the Business Systems Analyst provides senior-level business analysis expertise for effective services in the planning, design, development, implementation, administration, and operations of IT systems and applications within the division, aiming to optimize technology use and improve client experience. The role requires a strong mix of business and technical skills and adaptability in a changing technology environment.

Major Responsibilities:

• Implement detailed plans and recommend policies/procedures regarding program-specific requirements.
• Supervise, motivate, and train assigned staff, ensuring effective teamwork, high-quality work, continuous learning, and innovation.
• Manage day-to-day operations of staff, including scheduling, assigning, reviewing work, and handling performance evaluations, grievances, and disciplinary actions.
• Administer assigned budget, ensuring expenditures stay within limits.
• Handle confidential information and prepare reports supporting recommendations for process improvements and resource allocation.
• Participate in assignments related to IT systems and infrastructure, including architecture and design.
• Provide IT business support, consultation, and coordination to divisional units.
• Analyze business processes, system requirements, and data flows; conduct business process modeling.
• Participate in project phases from requirements gathering to implementation and evaluation.
• Conduct feasibility studies and evaluate system modifications, including cost-benefit and legislative compliance.
• Research integration of technology to improve support services.
• Provide technical advice and develop concepts, designs, and reports for management.
• Create project artifacts such as business cases, project plans, and specifications.
• Coordinate work among stakeholders and support staff.
• Work with external and internal teams during development and implementation to ensure quality and compliance.
• Develop and execute test strategies, cases, and scripts; document results.
• Assist stakeholders with project management tasks from start to finish.
• Evaluate the performance of service providers and ensure quality assurance.
• Ensure divisional compliance with automation and legislative goals.
• Oversee project teams and coordinate with support sections to track policy compliance.

Key Qualifications:

• Post-secondary education in relevant fields or equivalent experience.
• Extensive experience in facilitating process analysis, modeling, and documentation using tools like Visio, BPMN2, HP QC, JIRA, and MS Office.
• Experience in developing and executing test strategies for various system testing types.
• Knowledge of healthcare enterprise solutions, e.g., EMR, Salesforce.
• Experience transforming business requirements into data models and supporting data migration.
• Knowledge of IT architecture, system design, lifecycle models, and data principles.
• Strong analytical skills in customer service, information management, and UI design, with knowledge of relevant legislation.
• Ability to prioritize, manage multiple projects, and lead teams.
• Excellent interpersonal and communication skills for diverse stakeholders.
• Certifications like CBAP, PMP, or PMI-PBA are assets.
