The Business Intelligence Consultant(BIC) provides strategic analytical advice and services to enhance the division's data analytics capabilities in the development and sustainment of accurate, consistent, relevant, and timely business information to support strategic planning, decision support, public information, and engagement.
The BIC will help with the development of analysis, dashboards, and visualizations based on provided business requirements and documentation for data reporting and business intelligence. The BIC will liaise between business, BI, and DW team developers to understand, clarify, and document the business decision support requirements, and facilitate dashboards/analysis built to meet business needs. The BIC will also assist with testing and quality assurance, and train business users to create or modify analyses.
Major Responsibilities:
- Prioritize and oversee the development of business intelligence dashboards and visualizations supporting performance management, case management, and outcome reporting.
- Perform complex analysis and manipulation of source data from Oracle and other data structures (flat files/text files) to populate data for dashboard development.
- Analyze existing reports and lead the identification and documentation of business metrics, models, scorecards, and dashboard requirements.
- Act as liaison between business and BI & DW teams to understand, clarify, and document decision support requirements.
- Support the interpretation of performance/outcome data and connect analyses to provide insights into public health data.
- Develop performance measures and contribute to strategic objectives.
- Provide recommendations for divisional/city initiatives and optimize resource use.
- Prepare reports for management regarding changes in BI solutions, methods, staffing, and resources.
- Participate in pilot projects and data mining, including trend analysis.
- Ensure sensitive data is handled following privacy protocols.
- Respond to ad hoc information requests with high-quality, timely reports.
- Develop service standards and performance measures based on request history.
- Oversee development and updates of dashboards for business recovery and performance.
- Create reports and consult with managers on data findings and recommendations.
- Maintain a data dictionary and develop information management standards and tools.
- Identify and develop data products for disclosure or open data repositories.
- Collaborate with information providers and stakeholders to develop and share data definitions.
- Ensure effective communication with business users and developers regarding data issues.
- Prepare and deliver presentations, performance measurement, and benchmarking reports.
- Develop team knowledge and oversee ongoing learning in Business Intelligence.
Key Qualifications:
Applicants must describe how their qualifications relate to:
- Post-secondary education in Statistics, Data Analysis, Data Management, Project Management, or equivalent experience.
- Extensive experience as a business intelligence analyst in a data warehousing environment, especially with OBIEE/Tableau and dimensional modeling.
- Experience in at least two of the following: Business Intelligence, Business Analytics, Business Strategy, or Data Warehousing.
- Experience leading and implementing changes to improve BI & Data services, operational efficiencies, and re-designs.
- Research, data extraction, analysis, reporting, and documentation experience.
- Experience developing Performance Management frameworks and KPIs.
- Experience designing and delivering training and presentations.
- Experience working with equity-seeking communities or with an equity lens is an asset.
- Skills with Python, R, and SQL+ are assets.
- Familiarity with Agile project management is an asset.
- Strong strategic, analytical, problem-solving, and negotiation skills.
- Knowledge of compliance, governance, and security best practices.
- Excellent interpersonal and communication skills.
- Ability to train users in creating or modifying analyses in dashboards is desirable.
