Responsibilities

• Support HIFIS Enhancements: Gather, analyze, document, and validate business and functional requirements for HIFIS projects, enhancements, integrations, and operational improvements.
• Improve Business Processes: Assess current business processes and identify opportunities to improve efficiency, effectiveness, service delivery, and data quality.
• Strengthen Partner Engagement: Facilitate and lead workshops, consultations, and requirements-gathering sessions to identify business challenges, validate requirements, and translate business needs into actionable solutions and tasks.
• Support Solution Delivery: Collaborate with interdepartmental teams and invested parties to translate business requirements into practical system solutions.
• Improve Data Quality and Reporting: Support initiatives that enhance data integrity, reporting capabilities, and compliance with applicable standards and program requirements. Validation of system configurations and requirements within test environments to ensure solutions align with approved business and operational requirements.
• Enable Successful Adoption: Support testing, validation, training, change management, and implementation activities, including validating business requirements and system configurations in test environments to promote successful user adoption of HIFIS solutions.
• Support Continuous Improvement: Identify opportunities for future enhancements and operational improvements that support efficient and cost-effective service delivery.
• Current State Assessment: Comprehensive analysis of existing facility maintenance, procurement, and budget management processes across locations and departments.
• Conduct gap analysis and business needs assessments.
• Centralization Framework: Proposed model for centralizing facility-related functions into a cohesive and efficient team structure.
• Roles, responsibilities, and resource allocation plans for the unified team.
• Operational Efficiency Report: Recommendations for business process mapping and streamlining workflows.
• Tools, systems, or technologies to support improved operations.
• Recommendations for operational efficiency improvements and data quality enhancements.
• Invested Parties Engagement Summary: Documentation of feedback from invested parties.
• Change management - Alignment strategies to ensure buy-in for proposed changes.
• Testing and Validation: User Acceptance Testing (UAT) plans and test scenarios.
• Testing results and issue tracking documentation.
• Validation that solutions meet approved business requirements.
• Implementation Roadmap: Clear steps and timelines for transitioning to the centralized model.
• Development of user manuals, quick reference guides, training materials, and end-user support documentation based on approved business processes and configured HIFIS applications.
• Risk assessment and mitigation strategies.
• Recommendations supporting continuous improvement initiatives.
• Final Project Report: Comprehensive summary of findings, recommendations, and next steps.
• Visual aids, such as process maps and organizational charts, to support understanding.

Qualifications

• Bachelor’s degree in business administration, Management, Information Systems, or a related field.
• Minimum of 2–3 years of experience in business analysis, project coordination, or a similar role.
• Experience working on projects, particularly in process improvement, data analysis, or operational optimization.
• Familiarity with project management methodologies (e.g., Agile, Waterfall) and tools.
• Strong written and verbal communication skills.
• Experience working under time pressures and able to manage simultaneous priorities, pressures, and deadlines.
• Demonstrated superior research, analytical, problem solving, and good judgement skills.
• Must be able to learn new technical and business concepts.
• Experience working for public or non-profit agencies is an asset.
