Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

Our Procurement Operations Team is seeking a Business Analyst, who will support the implementation of a robust Business Process Management initiative, using lean-based methodologies to identify process issues, gaps, and inefficiencies, clarify business requirements, engineer optimal solutions, and manage people change to ensure successful implementation of future state processes. Supports and guides other Governance and Operations teams and Procurement clients with technical and subject matter expertise.
What will I be doing?
- Engages in strategic and tactical initiatives, utilizing Continuous Improvement, methodologies to enhance business processes, customer experience, and operational efficiencies.
- Identifies and analyzes procurement pain points, gaps, and inefficiencies utilizing lean methodologies, analytical models, and tools.
- Determines the root causes of procurement process issues, gaps, and inefficiencies, and develops and recommends solutions to address the findings ensuring continuous improvement.
- Consults with Metrolinx management and staff and engages with external stakeholders to further operational improvement.
- Proposes improvements to automate business processes with the effective use of technology to improve the customer experience.
- Provides guidance, subject matter expertise and positive support during change efforts; addresses arising issues by contributing expertise to proposed alternative solutions.
- Creates stability during change to maintain operational integrity (i.e., transitional maintenance and support procedures)
- Analyzes and presents process data to demonstrate impact process improvement projects.
- Maintain processes, ensuring that their corresponding procedures are documented in a clear, concise, and standardized manner.
- Support training efforts for staff on new and updated processes and procedures, ensuring smooth adoption and implementation.
- Support the implementation of new tools & technologies to improve processes as part of continuous improvement initiatives.
- Develop and maintain standardized templates to ensure consistency across the business unit and the enterprise.
- Facilitate process review meetings and lead Kaizen workshops to improve procurement processes.
What Skills and Qualifications Do I Need?
- Post-secondary degree in Engineering, Computer Science, Business, or a related discipline – or a combination of education, training and experience deemed equivalent.
- Demonstrated experience as a Business or Process Analyst, preferably in the transit or the public sector.
- Experience in technical writing for the development of procedures and instructional material.
- Experience in developing training material and delivering need-based training to small teams.
- Familiarity with continuous improvement as it applies to new technology implementation.
- Proficiency in representing complex concepts through presentations to colleagues and senior management.
- Certification in Lean desirable (Green Belt an asset) or demonstratable Business Process Management skills.
- Experience with computerized quantitative and analytical tools (e.g., data modeling, workflows, and business process analysis) and with MS Office 365(Power Apps, Outlook, Word, Excel, Visio, PowerPoint, Project, etc.).
- Interpersonal, oral/written/presentation communications skills to document and present business needs, instructions, reports, project documents, and implementation plans.
- Previous experience in a procurement-related role is an asset.
