Job Description
We are seeking an experienced Senior Technical Business Analyst to support complex technology initiatives involving public safety and correctional services. The successful candidate will provide business analysis, technical requirements development, business process improvement, stakeholder engagement, and systems design support. The role will contribute to projects focused on modernizing digital services, improving connectivity within correctional facilities, and implementing secure video visitation solutions.
Mandatory Qualifications
- University degree in business, management, or a related discipline with 4 years of Technical Business Analyst experience; or Two-year diploma with 6 years of BA experience; or One-year certificate with 7 years of BA experience; or 8 years of BA experience.
- Minimum 3 years of experience developing integrated system and technical design specifications for complex engagements.
- Minimum 4 years facilitating and managing business process development and process re-engineering workshops.
- Minimum 5 years gathering requirements from diverse stakeholders across ministries or departments.
- Minimum 5 years translating business requirements into detailed technical requirements within an enterprise IT environment.
- Minimum 1 year of experience working with correctional facility systems, including business processes and requirements gathering.
Nice-to-Have Qualifications
- 5 years of experience adapting to new business environments, performing root-cause analysis, resolving issues, and improving processes.
- 5 years of experience collaborating with business and technical teams, coordinating with vendors, and managing stakeholder relationships.
- 2 years of experience eliciting and documenting requirements for AI, Generative AI, intelligent automation, or data-driven solutions.
- 5 years of experience preparing project documentation for strategic, business improvement, and IT initiatives.
- 5 years of experience leading stakeholder engagement, workshops, governance meetings, steering committees, and executive briefings.
- 2 years of public-sector experience.
- 5 years of experience working in an Agile development environment.
Key Responsibilities
- Lead stakeholder consultations and facilitate business and technical meetings.
- Gather, analyze, and document business, functional, and technical requirements.
- Develop business requirements, functional specifications, and technical requirements.
- Create new business and technical processes and conduct process reviews and re-engineering.
- Facilitate business process improvement workshops and sessions.
- Support the development and implementation of new IT services.
- Organize and lead project status meetings and other project-related meetings.
- Coordinate communication between vendors, business teams, and technical stakeholders.
- Identify and escal project risks, issues, options, and recommendations.
- Contribute to business architecture, software system specifications, and database modelling.
- Participate in iterative development using model-based processes.
- Perform business analysis, technical analysis, systems design, and project management activities for complex software solutions.
- Prepare project artifacts using XML, UML, and/or web services technologies.
- Maintain business requirements, software requirements, functional designs, project plans, and schedules.
- Prepare regular project status reports covering deliverables, risks, issues, timelines, and anticipated effort.
- Ensure effective communication throughout all project phases.
- Identify user training requirements.
- Perform additional duties assigned by the Project Manager.
