The Canada Mortgage and Housing Corporation (CMHC) is hiring a Bilingual Senior Officer, Financing Operations. You will support CMHC’s Affordable Housing Fund by advancing funds during construction, ensuring projects are completed and risks are managed.

Open to internal/remote candidate pools; positions are temporary with a 13-month duration and some in-office presence. Strong client management and bilingual finance skills are essential.

• Maintain relationships with clients to understand needs and objectives.

About the role
Join the Housing Programs Team in the Bilingual Senior Officer, Financing Operations position. In this role you will support projects approved under CMHC’s Affordable Housing Fund program by managing the advancing of funds throughout the construction process until project completion. You will help ensure these multi-unit housing projects funded by CMHC are successfully constructed or renovated, while ensuring that risks to CMHC are appropriately managed.

We have multiple temporary positions with a duration of 13 months.

Open to internal employees in a Remote position or with a current Hybrid exception living at more than 125 km from a CMHC office.

What you'll do:

• Analyze, process and approve funding requests and monitor the ongoing construction of multi-unit housing projects within your financial limits and budgetary authority.
• Review supporting documentation and professional third-party reports, such as, quantity surveyor reports, drawdown schedules and title searches to assess risks to CMHC and recommend appropriate solutions.
• Liaise with internal and external stakeholders to ensure clients receive their funds as expected when funding conditions are met.
• Review loan agreements to ensure that clients continue to satisfy all the conditions outlined in their agreement and process amendments when necessary.
• Maintain quality relationships with clients to understand their needs and objectives.

What you should have:

• A bachelor’s degree in administration, finance, or accounting, or a combination of education and experience may be considered.
• A minimum of three (3) years of experience in the finance and/or housing industry, such as construction financing commercial banking or housing development.
• Demonstrated client management skills with the ability to negotiate with clients and arrive at acceptable solutions.
• The ability to interpret program guidelines.
• Strong analytical, problem-solving, and decision-making skills.
• Strong oral and written communication skills in both official languages (French and English).
• The ability to establish and maintain effective working relationships with various stakeholders.

It would be great if you also had:

• A certification as a:Certified in Real Estate Finance (CRF), Certified Property Manager (CPM), Chartered Financial Analyst (CFA), Professional Quantity Surveyor (PQS), Canadian Risk Manager (CRM) or Accredited Appraiser Canadian Institute (AACI) designation.
• Knowledge of underwriting principles and practices for multi-unit housing projects.
• Experience in building reports and/or in using statistical analysis software such as MS Excel.
