Job summary

COOEC Canada Company in Calgary is seeking a bilingual English-Mandarin Project Engineer to coordinate CPNA Oil Sands projects, reporting to the Project Manager and collaborating with Engineering, Project Controls, Supply Chain, QA, Operations, Maintenance, HSE, and other stakeholders to ensure scope is delivered on time and on budget.

The candidate will support multi-front projects, develop technical scopes of work, manage documentation, and lead design reviews, while aligning with CPNA

Qualifications

• Bilingual proficiency in English and Mandarin is required.
• Degree in Engineering, preferably Chemical or Mechanical, plus a minimum of five (5) years relevant oil and gas project experience, including project engineering experience.
• Registered as a professional engineer with the Association of Professional Engineers and Geoscientists of Alberta (APEGA).
• Process facility construction and/or CSU experience.
• Experience working in the field is considered an asset.
• Working knowledge of SAGD processing and fabrication.
• Experience in plant layout and how it relates to equipment design.
• Experience in pressure vessel and piping design is considered an asset.
• Experience sizing pressure relief valves, control valves and piping is considered an asset.
• Ability to handle multiple projects and make sound business decisions in a timely manner to adapt to changing situations.
• Demonstrate ability to motivate and coordinate the efforts of others to accomplish objectives.
• Comprehensive knowledge of project management principles, methods and practices combined with sound judgement.
• Effective organizational, research, analytical and problem-solving abilities.
• Good oral and written communication skills.

Responsibilities

• Collaborate with the Project Manager and functional groups to ensure the project scope is delivered on time and on budget.
• Coordinate support from EPC contractors and provide Owner oversight to ensure compliance with CPNA standards, procedures and scope requirements.
• Support pre-FID sustaining development projects - providing E&C representation and support.
• Participate in project peer and gate reviews.
• Lead the development of project strategies and plans.
• Lead the development of technical scope of work for engineering services and contracts.
• Collaborate with EPC contractors on design development.
• Contribute to and/or facilitate design reviews.
• Develop and maintain project documentation (e.g. PEP, Decision Records, Scopes of Work, Schedules, Meeting Minutes).
• Facilitate and support Owner assurance processes, such as MOC, Operational Readiness Review, PSSR, Lessons Learned.
