The Capital and Space Expansion branch oversees Manitoba’s Early Learning and Child Care capital and space expansion programs. It is responsible for delivering on Manitoba’s 23,000 space expansion commitments. Working collaboratively with internal and external stakeholders, the branch leads one of the largest capital programs in the Manitoba government, and designs wrap-around and coordinated resources for development and expansion proponents to ensure on-time opening and sustainability of programs.

Qualifications:
Essential:
- Post-secondary education in Office Administration, Business Administration or Accounting. An equivalent combination of education and experience may be considered
- Experience in designing and overseeing administrative processes, including agreement administration, processing invoices, reporting and record-keeping with various databases
- Experience interpreting and applying acts, regulations and/or policies and procedures
- Strong political acumen and the ability to use independent judgement and to manage confidential and sensitive information
- Strong interpersonal skills, with the ability to establish and maintain working relationships with external and internal stakeholders
- Strong time management skills with the ability to independently manage multiple priorities and conflicting deadlines
- Strong organizational skills with the ability to maintain attention to detail and accuracy
- Proficiency with Microsoft Office, including Word, Outlook and advanced skills in Microsoft Excel
- Strong verbal communication skills in English
- Strong verbal communication skills in French
- Strong written communication skills in English with the ability to draft high-level correspondence, reports, memos and briefing notes
- Strong written communication skills in French
Desired:
- Experience in engaging with other levels of government, including Indigenous governments
- Experience providing direction to other staff including delegating tasks, coaching, and training
- Experience with project management and data visualization software
Duties:
Reporting to the Executive Director, Capital and Space Expansion, the Capital and Space Administrative Officer provides complex administrative, project coordination, financial and analytical support for the Early Learning and Child Care Capital Development and Space Expansion Units. The position functions as the program’s first point of contact with stakeholders, including senior officials in partner organizations and governments, and is expected to function proficiently in both English and French languages. The position establishes and maintains critical project management systems, including financial, data and reporting systems for over 130 capital projects and a growing number of non-capital space expansion projects. The incumbent exercises significant judgement in adherence to Government of Manitoba financial and administrative policies and procedures.
