Job summary

York Region District School Board is seeking a Construction Project Manager to supervise new construction, renovations, and portable classroom relocations. The role requires coordinating with contractors, consultants, and school staff to ensure timely, safe, and compliant project delivery.

The position involves budgeting, schedule management, contract documentation, and liaising with municipal planning and building departments.

Qualifications

  • A three year post-secondary degree or diploma in Engineering, Architecture, Building Sciences, Facilities Management, or a related field, or equivalent, as approved by the Board.
  • Relevant professional certifications (e.g., FMA, P.Eng., CET, PMP) are highly desirable.
  • Minimum of seven years of progressive related experience in project and construction management, preferably within a large institutional or public sector environment (e.g., school board, university, municipal government).
  • Proven experience managing a diverse portfolio of buildings and infrastructure.
  • Knowledge of Building and Fire Codes, engineering standards and practices, Health and Safety Legislation and Ministry of Labour standards.
  • Knowledge of computer applications. (CAD, Word, Excel, PowerPoint, and databases)
  • Requires a valid Ontario Driver’s License and have access to transportation.

Responsibilities

  • Coordinate and supervise the Board’s new construction, additions, and renewal projects by providing architectural, mechanical, electrical, civil and structural expertise.
  • Manage and coordinate projects with contractors, consultants, and school staff; perform annual evaluations of contractors and consultants.
  • Provide input into the Board’s multi-year capital plan and building renewal and accessibility plans.
  • Collaborate with Planning Services and Student Services to plan and implement projects aligned with student needs and long-term planning.
  • Manage procurement, installation, relocation and maintenance of portable classrooms and packs.
  • Prepare and maintain capital and renewal budgets and construction schedules for the Board’s capital strategy.
  • Support preparation and evaluation of prequalification and tender proposals with Purchasing Services for professional services and construction contracts.
  • Monitor project costs, review invoices, and authorize payments per policies.
  • Develop and review drawings, specifications and contract documents with internal/external partners to ensure compliance with standards.
  • Provide input and maintain new school technical specifications and standards for architects and engineering consultants.
  • Direct Architects and Engineers during all project phases.
  • Liaise with municipal planning/building departments for approvals and occupancy permits.
  • Coordinate with Principals, Superintendents and system leaders on renewal projects.
  • Oversee site meetings and report progress; ensure safety and quality standards are met.
  • Assist in evaluating contractor submittals and maintaining project documentation and photos.
  • Identify cost efficiencies and value engineering opportunities while preserving quality.
  • Prepare regular financial reports and forecasts for capital projects.

MAIN ACTIVITIES
  • To coordinate and supervise the Board’s new construction, additions, and all renewal projects by providing expertise including architectural, mechanical, electrical, civil and structural skills.
  • To manage and coordinate projects with contractors, consultants and school staff, including performing annual evaluations of contractors and consultants and applying project management principles.
  • To provide input into the Board’s muti-year capital plan development and building renewal and accessibility plans, including supporting recommendations for renewal programs.
  • To collaborate with Planning Services and Student Services to plan, prioritize and implement projects based on individual student needs and long-term planning to adapt the existing building inventory.
  • To manage the purchase, installation, relocation, demolition, monitoring and maintenance of portable classrooms and packs.
  • To prepare and maintain, capital and renewal budgets and construction schedules for implementation of the Board’s capital strategy.
  • To support the preparation and evaluation of prequalification’s and requests for proposals with Purchasing Services for professional services including architectural, mechanical, electrical, construction management, design-build services.
  • To support the preparation and evaluation of prequalification and requests for tender proposals with Purchasing Services for construction contracts.
  • To monitor project costs, review invoices, and authorize payments in accordance with Board policies and financial procedures.
  • To develop and review drawings, specifications and contract documents for building renovations, construction and services in conjunction with internal staff and external vendors, to ensure compliance with standard details, specifications and designs.
  • To provide input and maintain new school technical specifications and standards for architects and engineering consultants.
  • To manage and direct Architects and Engineers during all phases of the projects.
  • To liaise with the municipal planning and building departments on specialized and technical requirements for project approvals, occupancy permits, and joint use of facilities.
  • To coordinate and communicate with school Principals, Superintendents and other system leaders on renewal projects.
  • To manage facility renewal and new school projects, including construction and close out documents.
  • To support on-site construction activities, including attending site meetings, observing work in progress, ensuring compliance with contract documents, adherence to safety protocols and quality standards.
  • To assist in the review of contractor submittals (e.g., shop drawings, material samples).
  • To assist in the preparation and maintenance of project documentation and progress photos.
  • To identify opportunities for cost efficiencies and value engineering while maintaining project quality and functionality.
  • To prepare regular financial reports and forecasts for capital projects.
  • To respond to regular and after-hours emergency repairs and coordinate with vendors and internal departments to mitigate potential damage and ensure timely restoration of building operations.
  • To develop, maintain and administer annual inspection and preventative maintenance programs and contracts for buildings, portables and associated systems including boilers, fire sprinklers and annunciation, roofs, chillers, and communication systems.
  • To attend and chair/participate in site meetings to ensure work is being performed according to contract documentation, as well as coordinating and communicating with site administrators on status and progress of project.
  • To participate in the establishment and maintenance of standards, specifications and guidelines incorporating feedback from school operation for design and specification improvements.
  • Attend and participate in internal and system meetings as required.
  • To perform other duties as assigned.

Education, Experience And Qualifications

LEADERSHIP
  • Supports the Associate Manager, Capital and Renewal in overseeing the Board’s new construction, additions, and renewal projects.
  • Assist in the managing of capital, renewal, and contracted service budgets ensuring fiscal responsibility and accountability for all project expenditures.
  • Builds and maintains collaborative relationships with individuals and groups within and outside of the Board including cross functional teams, contractors, consultants, community partners, and internal clients to plan, prioritize, and implement projects based on individual student needs and long-term care of Board assets.
  • Coordinates with the Municipality regarding student occupancy in inclusive, safe educational environments.
ACCOUNTABILITY & DECISION MAKING
  • Responsible for maintaining knowledge of and adherence to Board policies and procedures and applicable legislation, regulations, building codes, and Health and Safety standards (e.g., Ontario Building Code, Occupational Health and Safety Act, Ministry of Education guidelines, Asbestos and designated substances management).
  • Ensures that all staff and contractors work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health and Safety Act and Regulations and Regional Policies.
  • Supports on-site activities to ensure compliance with established quality, processes, and safety standards.
  • Decisions made can have an impact on building occupancy, student and staff safety, and financial exposure. Errors may result in delays in municipal approval, unsafe conditions, increased liability or litigation risk, and significant costs.
Working Conditions

  • Requires use of technology and computer equipment for prolonged periods.
  • Requires working in active construction environments exposed to dust, noise, climbing and walking on uneven surfaces for extended periods of time.
  • Regular travel to various YRDSB school sites and Board facilities.
  • May be required to respond to after-hours emergencies or support urgent repairs.
  • Use of personal protective equipment on construction sites may be required i.e., hard hat, high visibility vest, and safety footwear.

Important Information For CUPE 1734 Members

LA.11.7 Those twelve (12) month employees filling vacancies as a result of their applying to a job posting are to remain twelve (12) months at their position.
