Job summary

TMX Group in Montreal, QC, is seeking an experienced Program/Project Manager to lead a portfolio of interdependent teams within the Technical Ecosystems. You will identify and remove systemic impediments, coach Delivery Managers and Scrum Masters, and ensure delivery across the program with agile governance and transparent reporting.

Hybrid work model (2–3 days in office) and a focus on Lean/Agile practices, FinOps, and cross-functional collaboration.

Qualifications

  • 8+ years of Agile Program/Project Management experience within engineering organizations.
  • Proven leadership and line management experience overseeing Delivery Managers or Scrum Masters.
  • Professional Agile Certification: CSM, SAFe SPC, CSP, or equivalent.
  • Expertise with Atlassian Jira, Jira Plans, Confluence, Tempo, and Jira Service Management(JSM).
  • Comprehensive knowledge of SDLC across Engineering, QA, DevOps, Security.
  • Exceptional communication skills with ability to translate blockers for executives.
  • AI experience with Google Gemini, Anthropic Claude and Microsoft Copilot.

Job Overview

In this role, you will ensure the success of a portfolio of interdependent teams (a program) in delivering, primarily by identifying and removing systemic impediments that hinder the teams' ability to deliver across the program. You will support multiple cross-functional DevOps/DevSecOps teams (Technical Ecosystems) and will serve as a leader and coach within the program's delivery framework.

Reports To: DevOps Lead, Release, Governance & Practices

Job Location: This role is hybrid (2-3 days/week in the office) - based in Montreal, QC.

Key Accountabilities
  • Dependency Management & Synergy: Proactively manage and track technical dependencies through the full project lifecycle, facilitating communication between technical engineering squads and infrastructure service providers to prevent project bottlenecks.
  • Roadmap & Delivery Execution: Manage roadmaps, including environment provisioning, cloud migration, or platform tooling upgrades.
  • Impediment Removal & Problem Solving: Identify and resolve program-level impediments early, remove them, and escalation when needed.
  • Stakeholder Visibility & Communication: Provide executive visibility into program commitments, targets, and progress using clear visual reporting, translating technical challenges into actionable insights for leadership.
  • Agile Coaching & Governance: Champion Lean and Agile best practices, optimizing delivery frameworks and fostering a culture of continuous learning and process improvement across all teams.
  • Data-Driven Optimization: Analyze key program and delivery metrics to expose systemic bottlenecks and propose process enhancements that drive program throughput.
  • People Leadership & Mentorship: Mentor and develop Delivery Managers and team members, promoting accountability, supporting team growth, and fostering an inclusive, high-performing environment.
  • Operational Efficiency & FinOps: Support financial management practices by monitoring cloud cost variance and driving operational efficiency across technical ecosystems.
  • Strategic Alignment: Partner with cross-functional technical leads to align DevOps roadmaps with broader enterprise architecture goals, maintaining clear documentation and transparent reporting.
Must Have(s)
  • 8+ years of Agile Program/Project Management experience within engineering organizations, utilizing frameworks such as Scrum, Kanban, or Scrumban.
  • Proven leadership and line management experience overseeing Delivery Managers or Scrum Masters, with strong interpersonal and consensus-building skills in fast-paced environments.
  • Professional Agile Certification: Certified Scrum Master (CSM), SAFe Program Consultant (SPC), Certified Scrum Professional (CSP), or equivalent.
  • Expertise with the Atlassian product suite: Advanced skills in Jira, Jira Plans, Confluence, Tempo, and Jira Service Management(JSM).
  • Comprehensive knowledge of the Software Development Lifecycle (SDLC): Strong grasp of how enterprise-scale software is architected, built, tested, and deployed across technical disciplines (Engineering, QA, DevOps, Security).
  • Exceptional communication skills: Demonstrated ability to translate complex technical blockers into clear executive-level updates and foster collaboration across diverse stakeholder groups.
  • AI Skills: Demonstrate ability to utilize AI products.
  • Proven experience with AI products (e.g. Google Gemini, Anthropic Claude and Microsoft Copilot) to automate and leverage skills.
Nice to Have(s)
  • Experience with DevX and QaX methodology and best practices.
  • Prior experience managing cloud cost variance (FinOps principles) and project financial tracking.
  • Hands-on background participating in enterprise-wide cloud migrations or platform modernization initiatives.
