This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for an Advisor Natural Gas Policy - Regulatory Affairs based in Canada.

This is a senior advisory opportunity for a natural gas regulatory professional with deep expertise in pipeline rates, tariffs, transportation services, and regulatory proceedings. You will serve as a subject matter expert supporting strategic and commercial decisions across North American natural gas markets. The role combines regulatory monitoring, technical analysis, stakeholder engagement, advocacy, and strategic advisory responsibilities. You will evaluate regulatory developments and translate complex policy and rate matters into clear business recommendations for leadership and commercial teams. You will work closely with legal, commercial, government affairs, operations, and business development stakeholders on high-impact initiatives. This role offers the opportunity to influence transportation strategies, infrastructure development, market access, and long-term commercial outcomes.

Accountabilities:

• Monitor and evaluate regulatory developments, rulemakings, rate cases, tariff filings, certificate applications, settlement proceedings, and policy initiatives before the Canada Energy Regulator (CER), Federal Energy Regulatory Commission (FERC), and other relevant agencies.


• Serve as a subject matter expert on natural gas pipeline ratemaking, cost-of-service methodologies, rate structures, tariffs, negotiated rates, transportation services, and open-access requirements.


• Review and interpret pipeline rate cases, including Section 4 filings, Section 5 proceedings, settlement agreements, tariff amendments, and related regulatory actions.


• Assess the commercial and operational implications of regulatory decisions affecting natural gas transportation, storage, LNG infrastructure, market access, and related activities.


• Advise commercial teams on transportation rights, service priorities, tariff interpretation, capacity management, and operational requirements.


• Identify opportunities to challenge, influence, or support pipeline rate and tariff proposals in alignment with business objectives.


• Develop regulatory comments, intervention pleadings, protest filings, testimony support materials, executive briefings, and concise strategic recommendations.


• Build and maintain productive relationships with regulatory agencies, industry associations, pipeline operators, legal counsel, and other external stakeholders.


• Represent the organization in industry working groups, trade associations, technical committees, conferences, and regulatory forums.


• Collaborate with legal, commercial, government affairs, operations, and business development teams on strategic regulatory matters.


• Provide regulatory guidance on transportation contracting, infrastructure expansion, market access opportunities, pipeline certifications, and commercial transactions.


• Support mergers, acquisitions, new projects, and market expansion through regulatory due diligence, risk assessments, and strategic analysis.


• Identify emerging regulatory trends and proactively develop strategies to manage risks and advance commercial interests.


• Translate complex regulatory and policy developments into actionable recommendations for senior leadership and business stakeholders.

Requirements

• Bachelor's degree in Economics, Engineering, Business, Public Policy, Finance, Law, Energy Management, or a related discipline.


• Significant professional experience in natural gas pipeline regulation, pipeline commercial operations, energy regulatory affairs, legal or regulatory consulting, or a closely related field.


• Demonstrated expertise in natural gas pipeline rates, tariffs, transportation services, and regulatory proceedings.


• Significant experience working with CER and FERC regulatory proceedings, including settlements, litigation, rate cases, or related regulatory processes.


• Strong knowledge of Canadian pipeline regulatory frameworks and North American natural gas markets.


• Strong understanding of the Natural Gas Act (NGA), Natural Gas Policy Act (NGPA), FERC and CER ratemaking methodologies, tariff construction and interpretation, open-access transportation requirements, and certificate and infrastructure approval processes.


• Excellent analytical capabilities, with the ability to evaluate complex regulatory, financial, commercial, and operational information.


• Strong written communication skills and the ability to produce clear executive-level analysis, regulatory submissions, and strategic recommendations.


• Excellent verbal communication and stakeholder-management skills, including the ability to advocate effectively and facilitate negotiations toward consensus.


• Ability to translate sophisticated regulatory concepts into practical business recommendations.


• Demonstrated ability to work independently, exercise sound judgment, and influence decisions across multidisciplinary teams.


• Demonstrated experience using Artificial Intelligence tools, with a willingness to apply emerging technology to improve research and analytical processes.


• Advanced degree such as an MBA, Master's, JD, LLM, or equivalent is preferred.


• Direct experience participating in pipeline rate cases, tariff litigation, settlement negotiations, or certificate proceedings is highly desirable.


• Experience supporting natural gas producers, marketers, utilities, LNG developers, midstream operators, or energy trading organizations is a plus.


• Familiarity with capacity release mechanisms, North American natural gas transportation markets, and pipeline commercial practices is desirable.


• Experience or involvement with industry organizations such as INGAA, NGSA, CEPA, CAPP, or NARUC is an advantage.
