Responsibilities
Working alongside the FIFA Workforce Management team in Zurich and reporting to the FIFA27 Head of Workforce, the Manager, Workforce Planning & Operations will execute all workforce planning phases and processes, ensuring the organization has the right talent in the right roles at the right time.
Workforce Strategy & Planning
- Support the implementation of workforce planning and operations for the FIFA Women's World Cup 2027 (FWWC2027).
- Coordinate and execute workforce planning activities across all workforce types (paid staff, freelancers, tournament-time hires, secondees, etc.).
- Work closely with the FIFA Workforce Management team to support an integrated planning process, ensuring resources align with operational needs and service levels.
- Assist in defining workforce categories and supporting the development of entitlements for each group.
- Maintain and update the centralised headcount plan, ensuring data accuracy and accessibility.
- Support change management activities to enable continuity in workforce planning and execution.
- Contribute inputs to workforce budgets, timelines, and planning cycles.
Workforce Operations & Management
- Help develop and execute operational plans for workforce delivery during tournament time, including supporting site operations.
- Assist in defining requirements for physical spaces, overlay, technology, and other workforce-related needs on site.
- Develop workforce policies & procedures with key operational stakeholders (transport, accommodation, catering, etc.) and core central business areas such as HR, technology, finance.
- Define and map out key workforce planning & operational processes, understanding the cross-functional collaboration required.
- Support the coordination of business processes and system requirements for workforce operations tools.
- Deliver role-specific and venue-specific training for workforce operations teams.
- Support the day-to-day supervision, scheduling and coordination of workforce operations teams, including workforce and volunteers.
- Provide operational support to venue managers during event delivery.
Qualifications
Work Experience
- Experience in workforce planning or operations, ideally within international events and/or the sports industry.
- Good working knowledge of workforce planning systems, tools, and practices.
- Experience supporting or coordinating operational venue teams at large-scale events.
- Understanding of data-driven decision-making and workforce planning processes in complex environments.
- Demonstrated ability to manage projects, prioritise tasks effectively, and work with a level of independence.
- Experience supervising team members and contributing to team performance through positive leadership and collaboration.
- Strong communication skills, both written and verbal.
- Demonstrated adaptability, with experience supporting discussions, problem-solving, and stakeholder coordination.
- Experience working in a multicultural and/or multinational environment.
- Fluent in English, both written and spoken.
- Fluent or advanced Portuguese.
Technology Skills
- Proficient in Microsoft Office tools (Word, PowerPoint, Visio & advanced Excel).
- Proficiency in using project planning tools such as WeTrack and Monday.com.
- Experience with workforce system implementations is advantageous.
