A leading international consortium seeks an Urban and Regional Development Expert to join their team for short-term assignments on key urban projects. The role requires substantial experience in urban planning, economic development, and social infrastructure, contributing to projects under a framework contract while collaborating closely with EU and financial bodies. Candidates must possess a Master's or Bachelor's degree in relevant fields and demonstrate expertise in sustainable and smart city initiatives.

Qualificações

• At least 10 years professional experience in regional and urban development.
• Experience with EU, EIB, WB financed projects.
• Excellent command of English (CEFR C1).

Responsabilidades

• Develop integrated urban/regional development plans.
• Implement urban renewal and regeneration strategies.
• Engage in economic development activities and funding strategies.

Position : Urban and Regional Development Expert

Qualifications and skills :

• At least 10 years professional experience in the field of : regional and urban development, urban buildings and social infrastructure, economic development and disaster risk management and social and affordable housing.
• Experience working with EU, EIB, WB etc. financed projects.
• A Master’s Degree or Bachelor's Degree relevant to the topic

Specific professional experience within at least one of the following sectors :

Urban and regional development :

• urban planning, urban renewal, and regeneration,
• transition to climate neutral economy and environmental sustainability,
• land use and transport integration,
• transit oriented development,
• smart cities,
• eco-districts,
• cultural heritage,
• territorial governance mechanisms and partnerships,
• territorial just transition plans and similar, territorial impact assessment.

Urban buildings and social infrastructure in the context of integrated urban / regional development :

• buildings of public administrations and public service organisations / institutions,
• business infrastructure (such as productions facilities, commonly used facilities, business parks, industrial zones, logistics facilities, science parks, research centres, office buildings, warehouses, etc.),
• re-purposing of abandoned buildings, mining sites, lands, and stranded assets,
• education facilities (e.g., kindergartens, schools, and universities),
• hospital and health care buildings.
• tourism infrastructure and assets, shopping centres, cultural buildings, sport and recreation facilities, parking facilities and similar.

Economic Development :

• access to finance,
• employment creation and preservation,
• skills development (e.g., re-skilling and up-skilling),
• productive investments in large enterprises,
• industry restructuring, clustering and similar.
• all stages of the DRM-cycle (prevention, preparedness, response, and recovery) in relation to natural and man-made disasters.

Social and Affordable Housing :

• projects and programmes for social and affordable housing construction and renovation,
• development and application of social and affordable housing finance approaches and instruments,
• application of energy efficiency / circular economy / nature-based solution approaches in the housing context, and analysis of regulatory and policy issues in countries lacking robust social and affordable housing frameworks.
