The APEX Climate Investment Opportunities Diagnostic (CIOD) for Belem will use the existing Climate Action Plan (CAP) published in 2024 to prepare an assessment of low carbon investment opportunities. It will evaluate the actions proposed in Belem’s CAP and propose a green investment pipeline that the city can use to explore various sources of finance, such as private finance, climate finance, or other business models. APEX stands for: Advanced Practices for Environmental Excellence in Cities.

Duties and Responsibilities:

1. Complete the APEX Data Capture Form for Belem

2. Work independently and in collaboration with the city government to identify data sources, follow-up on data leads, and retrieve data necessary to complete the APEX analysis.

3. Research additional data to enrich the form; this data will be collected predominantly from secondary sources (i.e., government publications, records, existing studies/reports, etc.).

4. Clean and translate data into an appropriate format so that it can be used in the APEX software.

5. Track and report all important metadata, including data sources, data adjustments, and other important characteristics (i.e., data year, geography covered, units, source contact information, etc.)

6. Using the APEX software, the consultant will create the APEX profile for the city of Belem.

7. APEX Workshops with local officials: the consultant will arrange workshops (virtually, if needed) with city officials from across relevant sectors and the APEX team to review data, proposed measures, and identify other investment, policy, and planning opportunities in the city.

8. Contribute to the creation of the APEX Climate Investment Opportunities Diagnostic for Belem

• Collaborate with IFC team to identify the list of investments aligned to Belem’s CAP, establishing direct and indirect costs as well as the potential sources of financing.

• Support the IFC team to draft and finalize Belem’s CIOD.

Skills and Qualifications

• Evidenced strong research capabilities and data collection skills, spreadsheet analysis, and a strong understanding of data and methodology reporting as well as good judgement with respect to proxy estimates.

• Knowledge across the following city sectors, as demonstrated through research projects, work projects, and/or academic coursework: buildings, energy, transportation, waste, and water/wastewater

• Substantial experience in one or more of the following areas:

o Urban development

o Climate Change accounting

o Municipal, corporate or project finance

o Experience in energy, water, transport, buildings or other urban infrastructure areas

• Excellent oral and written communication skills

• Excellent interpersonal skills and demonstrated experience working with a variety of stakeholders, including senior government officials, private sector, and policymakers

• Proficiency in English and Portuguese

The daily rate will be determined based on the qualifications and prior experience of the consultant. Compensation is made on a net basis at the C2 level. This is a local, short-term consulting position.

The assignment is expected to begin around July 20, 2025 with an estimated 75 days of work and a contract ending date of December 30, 2025. The consultant is expected to be local to the region in Brazil.
