Job Title: Safety, Health, Environment, and Risk (SHER) Manager

About the Role

Stelo HRM is supporting a client in the mining sector to recruit an experienced SHER Manager for the Construction and Implementation Phase of a mining project in Angola. The SHER Manager will be responsible for designing, implementing, and managing comprehensive Safety, Health, Environment, and Risk systems, ensuring compliance with local legislation and international standards.

This senior-level, site-based role requires strong leadership, stakeholder management, and operational oversight in a high-risk environment.

Key Responsibilities

1. Lead and manage the SHER team during construction and implementation phases.
2. Oversee the SHER component of the operational readiness workstream.
3. Ensure alignment with the company's zero-harm health and safety strategy and environmental objectives.
4. Develop and maintain effective relationships with internal and external stakeholders.
5. Approve and review SHER reports, data, and statistics as required.
6. Develop and maintain SHER-related policies, processes, and procedures.
7. Design and implement risk management systems in line with company and legislative requirements.
8. Coordinate and ensure effective delivery of audits, certifications, and inspections.
9. Lead SHER-related meetings, ensuring timely completion of action items.
10. Liaise with government institutions during site visits and inquiries.
11. Provide regular SHER updates to relevant parties.
12. Identify and implement SHER tools, systems, and technologies.
13. Ensure compliance with group SHER policies and support staff development.
14. Oversee SHER training programs.
15. Uphold high standards of corporate governance and compliance.

Qualifications and Experience

1. Degree or diploma in Safety Management, Occupational Hygiene, Environmental Management, or related field; equivalent experience considered.
2. Membership in a professional accreditation body is preferred.
3. Experience leading SHER programs in risk-based environments, especially large-scale construction projects.
4. Strong knowledge of Angolan SHE legislation and standards.
5. Experience in hazard identification, risk assessment, and SHE legal compliance.
6. Familiarity with construction and project SHE frameworks.
7. Proven ability to manage audit programs and compliance systems.
8. Completion of COMSOC 1 & 2 or similar mine safety training is advantageous.
9. Proficiency in Microsoft Office Suite.
10. Fluent in English and Portuguese (spoken and written).
