Job Description

Job Overview:

The Senior Subcontracts Specialist applies best practices and knowledge of internal or external issues to enhance the subcontracts discipline within McDermott. They serve as a resource for colleagues with less experience, sharing their expertise related to subcontracts. This role involves solving complex problems and leveraging discipline-specific knowledge to improve products or services. The Senior Subcontracts Specialist impacts customer, operational, project, or service activities with the subcontracts team and other related teams, ensuring compliance with guidelines and policies.

Responsibilities

Key Tasks and Responsibilities:

• Create and conduct RFPs (Request for Proposals) and ITBs (Invitation to Bid), including vendor pre-qualifications in Supplier Management Application (Oracle) and drafting subcontract documents.
• Manage tender correspondence, negotiate terms and conditions, shortlist vendors, tabulate bids, and draft award recommendations.
• Handle all pre-award activities through the subcontract award process.
• During subcontract formation, focus on cost avoidance, cost savings, and risk management reviews.
• Participate in developing and implementing subcontract management strategies.
• Provide guidance on subcontract management to site leadership.
• Prepare and deliver internal and external subcontract management presentations.
• Review standard subcontracts to ensure compliance with company and project policies before execution.
• Ensure proper handling of pre-award subcontracts, supporting documentation, and related files.
• Participate in internal audits of the subcontracting process.
• Maintain communication with Project Subcontract Coordinators for proper administration.
• Understand and adhere to project sourcing strategies.
• Assist the key system user with responsibilities related to systems.
• Support resolution of subcontract-related issues.
• Proactively identify potential issues to prevent impacts on project budget or schedule.
• Support subcontractor performance reviews and closeout processes.

Qualifications

Essential Qualifications and Education:

• Bachelor’s Degree (or equivalent) in Engineering, Supply Chain Management, or a relevant discipline.
• 6-10 years of relevant experience.
• Field experience is preferred.
• Strong knowledge of subcontract policies and processes.
• Proven ability to develop, negotiate, and administer complex subcontracts, understanding related policies.
• Ability to prioritize multiple tasks, monitor progress, and meet deadlines.
• Effective teamwork skills.
• Ability to ensure compliance with subcontract policies.
• Experience with bid processes and bid evaluation.
