Role Summary

ProVeg Brazil has been recently established as a not-for-profit organization with headquarters in the city of São Paulo and further advancing ProVeg’s mission of transforming the global food system by replacing 50% of animal products globally with plant-based and cultivated foods by 2040.

The Public Policy Manager supports our ambitious campaigns to promote the reduction of animal consumption in line with our 5 Pros (Pro-Health, Environment, Animals, Justice, and Taste) in Brazil. The ideal candidate is a talented communicator & organizer with an outgoing, positive, and professional attitude, who has experience building up relationships and articulating initiatives with policymakers, other non-profits and the civil society.

The Public Policy Manager will report primarily to the Country Director at ProVeg Brazil and will work collaboratively and in tight alignment with other departments, especially the UN international team, when it comes to the run up and unfolding of the COP30 initiatives. The successful candidate will also work closely with allied organizations and should be able to nurture these relationships to foster successful coalitions. The candidate will be responsible for representing ProVeg in the media, social media, to our supporters, and to coalitions, while performing political outreach, engaging with policymakers, mapping and identifying opportunities for pushing for new policies, regulations and law bills both in the national sphere and in the UNFCCC environment.

Exceptional writing and analytic skills and sound knowledge of Brazilian food policies and political landscape are also important for this position, as the Public Policy Manager will be responsible for proposing, coordinating and drafting policy briefs, reports and other materials, in addition to planning campaigns.


Job Details

Reports to: Country Director (primarily) and Head of UN Affairs
Location: Brasilia, Brazil
Hours: 20h per week
Salary range: up to 4,500 BRL gross per month (CLT), depending on qualifications

Responsibilities

Public Policy (50%)

  • Contributing to the public affairs strategy, ensuring its alignment with the overall organisational strategy and objectives.
  • Establish and maintain effective collaborative relationships with external stakeholders and identify opportunities and strategies to improve engagement with policy-makers, environmental and other aligned organizations, healthcare officials, corporate leaders, scientific bodies, and grant-making organizations.
  • Draft policy briefs and strategic documents to support advocacy efforts and ensure effective communication with public officials and government stakeholders.
  • Lead the coordination of relations with external bodies such as government departments and agencies, relevant private sector organisations and other organisations, including representing ProVeg on committees and working groups.
  • Lead public-facing campaigns to promote food system change and enhance the position of plant-based foods and other alternatives to animal products.
  • Map law bills, regulations and other policies in Brazil that are linked to the ProVeg's work area, and manage a project that aims to publish this database online. Create content on this subject for the web.
  • Keep abreast of political developments, parliamentary and regulatory activities, on environmental, health, scientific and other relevant areas. Undertake relevant analysis on threats and opportunities and communicate any developments/insights to the relevant stakeholders, to help inform future strategy development.
  • Represent ProVeg at internal and external events, and speak in these events when required.
  • Plan and coordinate talks, press conferences, and networking events, and give interviews to the press.
  • Contribute to the fundraising efforts by helping draft grant proposals and report for donors around the policy activity.
  • Ensure research and scientific developments that have a bearing on policy are considered with relevant colleagues and partners.

COP30 (35%)
  • Oversee UNFCCC policy developments and research, and identify and communicate emerging issues and propose solutions.
  • Strategize, develop and implement, in collaboration with ProVeg's International UN team, initiatives around COP 30, such as providing support in the preparation of the Food4Climate Pavilion, drafting open letters, meeting and influencing policymakers, advocating for a majority plant-based catering during the event, organising side events, press conferences and dinners or networking receptions in order to accomplish ProVeg's goal of reducing animal consumption.
  • Participation in COP30 is expected, contingent upon logistical aspects such as badge allocation and accommodation availability.


PR, Communications and Fundraising (15%)
  • Raise the profile of ProVeg online and offline by writing compelling content for targeted websites, campaigns, social media, mainstream media & PR (including broadcast media), and by working with key influencers.
  • Creating and managing relationships with media (with the support of a PR agency), engaging with influencers, and arranging media opportunities for the Director and other spokespersons.
  • Research and write content, and also recording videos if required, for (social media posts, blogs, articles, news, etc, related to public policy and COP for ProVeg channels.
  • Participate in events and networking opportunities to strengthen strategic relationships and identify opportunities for policy engagement and advocacy.
  • Identifying funding streams and opportunities, building relationships with donors, drafting grant proposals in partnership with the fundraising team and Executive Director.

Qualifications

Essential criteria:

  • Bachelor’s degree or relevant experience in International Studies, Politics, Law, Public Affairs, Sociology or similar.
  • Minimum of 3 years of experience in advocacy, political engagement, and/or multilateralism.
  • Demonstrable experience of developing policy outputs and track record of social sector, food or environment advocacy plans that effect change (minimum of three years).
  • Experience of providing high-level strategic advice to senior colleagues and decision-makers on complex policy issues.
  • Excellent written and verbal communication and diplomacy skills.
  • Understanding of UN programmes and agendas (such as UNFCCC, UNEP, FAO, SDGs, etc.).
  • Strong experience of interacting with government officials, policy-makers and agencies. Experience of interacting with external stakeholder groups to advance policy goals.
  • Fluent verbal and written Portuguese and English language skills.
  • Availability to travel for work, nationally and internationally.

Desirable:
  • Understanding of the current environmental and or food industry (production, consumption, marketing, retail etc.) agenda in the UN.
  • Experience of the NGO sector.
  • Understanding of performance metrics and KPIs to track policy and public engagement progress.
  • Experience in planning and implementing campaigns, and/or communications/PR experience.
  • Master’s degree in a relevant field.
