We are seeking a skilled Geotechnical Engineer to lead quality assurance, compliance, and inspection efforts for civil infrastructure projects on Diego Garcia. This hands‑on role focuses on geotechnical engineering practices—earthwork, excavation, backfilling, pavement construction, and utility installation—ensuring strict adherence to US standards (USACE, EM, contractual obligations, and international codes (ISO, BS, EU)). The Engineer will oversee testing, design, and maintenance of geotechnical elements in roads, bridges, and buildings.

Responsibilities
  • Develop and implement Project‑Specific Quality Control Plans (QCP) in compliance with contract specifications, US Standards, and applicable international standards (e.g., ISO, USACE, EM, with a strong focus on geotechnical elements such as earthwork, excavation, filling and backfilling, pavement construction, and utility installation.
  • Review design documents, technical specifications, and project plans to identify quality requirements, using computer‑aided design (CAD) software and engineering principles to ensure civil / geotechnical infrastructure (e.g., roads, bridges, buildings) meets US Standards.
  • Perform daily inspections and surveillance of construction activities, including geotechnical assessments for earthwork, excavation, filling and backfilling, pavement construction, utility installation, concrete / steel testing, and site stability evaluations, to ensure compliance with approved plans, procedures, and project specifications.
  • Lead and Support the Three‑Phase Control Process (Preparatory, Initial, and Follow‑Up) and document all phases of work, with an emphasis on geotechnical risks, mitigations, and responsible charge oversight for earthwork and related activities.
  • Manage Non‑Conformance Reports (NCRs), implement corrective / preventive actions, and track resolution for issues related to geotechnical engineering, including excavation stability, backfilling compaction, pavement integrity, and utility installation.
  • Coordinate and supervise third‑party testing laboratories, ensuring timely submittal and approval of test results for geotechnical materials (e.g., soil, aggregates) to BS, EU, and US Standards.
  • Oversee quality aspects of the construction, maintenance, and repair of civil infrastructure projects on Diego Garcia, with responsible charge for geotechnical components such as earthwork, excavation, filling and backfilling, pavement construction, and utility installation, ensuring all work is performed in accordance with construction plans, specifications, and safety protocols.
  • Train and guide site personnel on quality standards, inspection protocols, documentation requirements, and geotechnical best practices, including safe handling of earthwork and utility‑related tasks.
  • Maintain detailed QC documentation, including daily reports, inspection checklists, material submittals, test records, and CAD‑generated plans for geotechnical‑focused projects.
  • Interface with the client, project management, subcontractors, regulatory agencies, engineers, architects, and contractors on quality and geotechnical issues, providing technical support in a responsible charge role to ensure successful project completion.
  • Monitor the effectiveness of the quality system, recommend process improvements, and conduct / participate in internal audits while facilitating external quality audits as required.
  • Inspect civil infrastructure projects to ensure ongoing compliance with US Standards, project specifications, security, and safety procedures, including work in extreme weather conditions, with a focus on geotechnical stability and performance.
Qualifications & Requirements
  • Bachelor's degree in civil engineering, Geotechnical Engineering, or a related technical discipline.
  • Licensed and registered as a Civil Engineer or Geotechnical Engineer in the United States of America (e.g., Professional Engineer (PE) certification).
  • At least 5 years of licensed experience, of which at least 3 years must be in responsible charge in geotechnical engineering practice or the type of work being performed on this project (e.g., earthwork, excavation, filling and backfilling, pavement construction, and utility installation).
  • QC certification for relevant industries (e.g., geotechnical testing).
  • Significant material testing expertise to BS, EU, and US Standards.
